Explicit policies are followed in most Eastern European countries of placing a restriction on the amount of available research time committed to projects belonging to the state plan, though the amount of committed time is much higher in the academies than in university research institutes. In Czecho- slovakia some 10-20 % of academy time is reserved for internal use; in universities it is 50 %. In Poland mention is made of ‘independent research workers’ in addition to those engaged on academy or national projects; but how far their projects are self-chosen is unclear.78 For the Soviet Union, and also for most of the smaller countries, no accounts were available of the size of the margins left for individually initiated projects. The outsider must ask whether these margins are enough and seek information concerning them. Considering the high level of uncertainty which surrounds so much research in the social sciences, a need persists to explore different and unorthodox avenues. Financial support 17. For the Soviet Union the following general statement concerning overall amounts and the rate of their increase was made:*’ From 1959-1966 overall expenditure on scientific research and capital construction of laboratories and experimental bases increased from 3.3 to 7.7 billion roubles. This is an increase of 2.3 times. Expenditure on research projects increased from 2.8 to 6.5 billion roubles and on the construction of facilities from 0.5 to 1.2 billion roubles. The annual rate of increase of expenditure during these years was roughly 15 %. In absolute terms, these sums represent a very considerable resource - approximately one quarter of R & D expenditure in the US from all sources at UN exchange rates whatever these may signify in real terms. The Soviet figures however do not include the R & D expenditures of enterprises, which are sep- arately accounted. Comparison with us federal expenditure would yield a higher proportion. One may assume that, as in the United Sates, only a small part of these funds is allocated to the social sciences. Even so, this would represent a not inconsiderable resource when compared with larger proportional amounts allocated in smaller countries. I 8. For Czechoslovakia, a breakdown of research expenditure financed from the State Budget is available for types of research institution.86 This may be compared with the overall expenditure of the State Budget. Another source of research financing is the Technical Development Fund from which enterprises can borrow to finance research which they undertake for themselves (B in the same table). In a country such as Czechoslovakia R & D expenditure is weighted, as in Western countries, towards technological development. At the more fundamental end of the R & D spectrum the Academy, as compared with the universities, is favoured. The Academy share in countries such as Poland and Hungary is smaller. 19. The distribution of funds according to fields of science is available for the Czechoslovakian State Budget for 1961 (subventions for development projects of individual enterprises excluded). The overall percentage figure for the social sciences and humanities is identical with that for Poland when the Academy budget alone is considered. It is likely

The Ministry of Finance gave Polish expenditure on scientific research for 1965 in a form similar to that for Czechoslovakia (See below).7* The budget for the year 1964 of the Polish Academy of Sciences amounted in current expenditure to 549,795,000 zlotys. Of this approximately 46 million zlotys was spent on the social sciences and humanities.
