TRAVAIL DOMESTIQUE FOURNI PAR DES TIERSallochtones qui fournissent un travail domestique bénéficiaient déjà d’attention bienavant la réalisation du rapport. En Belgique, la Fondation Roi Baudouin a encorepublié récemment une étude sur le personnel domestique international.n Lors de l’élaboration annuelle des lignes directrices pour l’emploi, sous monimpulsion, le Parlement européen a déjà plusieurs fois approuvé des amendementssur le travail domestique. Ces amendements portent sur le besoin d’accorder uneplus grande attention au travail au noir dans des secteurs où sont actives de nombreusesfemmes, à la création d’un statut pour des emplois qui ne peuvent que difficilementêtre intégrés dans le système régulier existant et à la reconnaissance du travaildomestique rémunéré pour des tiers en tant que secteur d’activité à part entière.De plus, depuis juillet 2003, il existe désormais une ligne directrice pour l’emploispécifique pour le travail au noir.n La Commission européenne a organisé deux séminaires sur le travail au noir et faitprocéder à une nouvelle étude sur le travail au noir.n Sous la Présidence italienne (3), un conseil informel a été organisé en juillet 2003à Varèse sur le travail au noir. Une résolution sera élaborée sur la base des conclusionsde cette réunion (4).n Diverses publications : la Fondation européenne pour l’amélioration des conditionsde vie et de travail a publié en 2002 une nouvelle étude sur ‘L’emploi dans lesservices domestiques’. Cette étude se consacre plus en profondeur aux servicesdomestiques dans huit Etats membres et fournit des recommandations visant à améliorerla situation du personnel domestique. Dans le prolongement de la conférencede Tütsing, un ouvrage a été publié sur “le travail domestique rémunéré”.(Traduction)__________(3) L’Italie préside l’Union européenne du 1er juillet 2003 au 31 décembre 2003.(4) Entre-temps, cette résolution a été approuvée, le 20 octobre 2003, par le Conseil des Affairessociales.897
