Undeclared work has become part of the European Employment Strategy andhas to be integrated in the national guidelines. It is important to recognise that thetransformation of undeclared work into regular employment has taken a specialplace in the new guidelines with a priority of its own. To increase the combatagainst undeclared work, national authorities are encouraged to implement a policymix and to use targets and benchmarking to accelerate the results. Therefore, thedevelopment of statistics to measure undeclared work is crucial. Lönnroth refers tothe intention of the Italian Presidency (second half of 2003) to take new initiativesin this field.__________1068
