LE ROLE DE L’ECONOMIE SOUTERRAINE EN ITALIE ET LES POLITIQUES ACTUELLES VISANT A LA COMBATTREANNEXE 2Comment baser des suggestions de politique à suivre à partir d’une analyse empirique(exemples).Pour la plupart des pays de l’OCDE (plus précisément 21), il a été possible de procéderà quelques exercices économétriques pour mieux analyser les corrélations entrel’économie souterraine et ses quatre déterminants les plus importants, tous deuxaspects au début des années ‘90 et à la fin des années ‘90. Pour l’économie souterraine,j’utilise les estimations de Johnson pour ‘90-93 et celles de Lacko et Schneiderpour ’98 ; pour les principaux déterminants de l’économie souterraine – qui sont :taxes et cotisations de sécurité sociale, réglementations de travail contraignantes(législation relative à la protection de l’emploi), efficacité de l’administration publique(application de la loi) et corruption – j’emploie (respectivement) : des donnéesOCDE (Statistiques sur les revenus et Taxation des salaires) ; Nicoletti-Scarpetta-Boylaudet al., Fraser Institute et Transparency International. Les Tableaux 2 et 3 montrentles résultats en termes de corrélations entre la clandestinité et ses déterminants.Comme on peut l’observer, la corrélation est faible entre le taux de sécuritésociale et l’économie souterraine (ce résultat permet de mieux comprendre la naturede l’économie souterraine étant donné qu’il n’était pas attendu) ; au début desannées ’90, le plus important déterminant est la corruption tandis qu’à la fin desannées ’90, il s’agit de discrépence fiscale (taxes et cotisations de sécurité sociale)avec, en tête, la taxe sur les revenus des personnes physiques. Les suggestions politiquesen découlent directement : ne pas se reposer sur une réduction des cotisationssociales, combattre la corruption au début des années ‘90 et réduire la discrépencefiscale à la fin des années ‘90.995
