NECESSITE DE LA DIMINUTION DES CHARGES (PARA)FISCALES SUR LES BASSALAIRESMême si l’augmentation du salaire mensuel minimum brut faisait partie du paquetde revendications des syndicats lors de chaque négociation interprofessionnelle,l’honnêteté nous commande d’admettre qu’au cours de ces dernières décennies,nous ne sommes pas parvenus à les satisfaire.Les rapports de force ont changé. Ces dernières années, les syndicats n’ont plusréussi à faire augmenter le salaire minimum mensuel garanti.Au cours de ces 30 dernières années, le pouvoir d’achat des salaires minimums brutsa à peine augmenté (env. 12%). Par ailleurs, au cours de ces deux dernières décennies,le pouvoir d’achat s’est tout simplement maintenu.L’écart entre le salaire minimum brut et le salaire brut moyen s’est fortement creusé :aujourd’hui, il est supérieur de 21% à ce qu’il était en 1975.Ceci a également tempéré la revendication syndicale de liaison des allocations socialesau bien-être. L’amélioration des allocations sans augmentation du salaire minimummène en effet à un ‘piège à l’emploi” : les chômeurs rechignent à reprendre letravail parce que, dans certaines situations déterminées, leur revenu est susceptiblede subir une baisse.Que les gouvernements précédents soient intervenus en donnant un coup de pouceaux salaires minimums nets est incontestablement une bonne chose. Depuis 1999,leur pouvoir d’achat a augmenté substantiellement (11 à 12%). Ces interventions ontréduit l’écart entre les salaires minimums nets et les salaires moyens nets qui est,actuellement, de nouveau équivalent à ce qu’il était voici 15 ans (1).(1) Cantillon e.a. : Le trilemme de la sécurité sociale : passé, futur et présent.
