TRAVAIL AU NOIR : PLUS GRANDE PRISEDE CONSCIENCE POLITIQUE DANS LECADRE DE LA STRATEGIE EUROPEENNEEN FAVEUR DE L’EMPLOIPARKARL-JOHAN LONNROTHDirecteur général adjoint, Commission européenne, DG EMPLEn tout premier lieu, je tiens à applaudir à l’organisation de cette manifestation quirassemble chercheurs et décideurs politiques afin d’arriver à une meilleure compréhensiondu travail non déclaré. Mon intervention qui clôture le colloque aujourd’huise focalisera sur le travail non déclaré plutôt que sur la fraude fiscale.Mais, au fait, que comprenons-nous par travail non déclaré ?Par travail non déclaré, nous sous-entendons “toutes activités rémunérées légalesquant à leur nature mais qui ne sont pas déclarées aux autorités publiques, entenant toutefois compte des différences dans les systèmes de régulation des Etatsmembres”. Nous distinguons donc clairement le travail non déclaré des activités illégales.Pourquoi le travail non déclaré doit-il être abordé au niveau de l’Union européenne ?La Commission européenne traite du travail non déclaré parce qu’il exerce deseffets négatifs sur les travailleurs, les entreprises, les indépendants, les consommateurset la société dans son ensemble. Il mine le financement et la répartition d’uneprotection sociale et de services publics. Il menace la viabilité financière des financespubliques et la solidarité sociale.Permettez-moi de vous remettre en mémoire quelques-unes des actions entreprisespar la Commission depuis la publication de sa Communication sur le travail nondéclaré de 1998. Dans le cadre de cette Communication, des études sur l’échelle etl’ampleur de ce phénomène ont été réalisées. Selon ces études, le travail nondéclaré représenterait entre 7% et 19% du volume total des emplois déclarés, avecde fortes différences en volume de travail non déclaré entre les pays. Ceci correspondraità une fourchette située entre 10 et 28 millions d’unités de travail !Depuis 2001, la réduction du travail non déclaré figure comme un objectif majeurdans la Stratégie européenne en faveur de l’emploi et dans les Directives sur l’emploi.Dans leurs PAN 2001 et 2002, les Etats membres ont fait état de leurs initiatives1035
