Justice<br />

Different races have established different<br />

laws. The justice of each race is described. Thereafter,<br />

a table lists each crime and its severity to each<br />

race. Finally, each crime and punishment is considered.<br />

Anakim<br />

Anakim usually live in a human society and<br />

are subject to human justice.<br />

Bugbear<br />

Bugbear law is more concerned with the<br />

wealth of the criminal than the crime committed.<br />

For bugbear justice, wealth means the total estimated<br />

assets of the criminal. A criminal worth less than<br />

100 s.p. has a severity of 1-3, a criminal worth between<br />

100-1,000 s.p. has a severity of 4-6, while<br />

greater than 1,000 s.p has a severity of 7-10. Any<br />

character accused of a crime must attend court.<br />

Each court has a jury comprised of 11 bugbears<br />

who have sworn an oath. Magic is forbidden<br />

in court. Although each crime is handled differently,<br />

the punishment relates to the crime. Usually,<br />

a prisoner is confined in chains to await ransom or<br />

sentencing. Once convicted and punished, a character<br />

may seek pardon; most punished characters<br />

are pardoned. Any character who is not a bugbear,<br />

and who is deemed subject to their law, is sentenced<br />

to death if found guilty of a crime. All criminals are<br />

shaved, numbered, and cataloged. The numbers are<br />

burned into the back of the criminal, where a detailed<br />

criminal history may be listed.<br />

If a slave in a subjecting facility commits a<br />

crime, which includes disobeying orders, then the<br />

sentence of the slave is subject to the whim of the<br />

facility commander. Sometimes such slaves are killed<br />

on the spot, other times they are removed and<br />

dropped in a pit beneath a tower where their screams<br />

will not be heard as they starve to death.<br />

Bugbear culture encourages crimes to be<br />

committed in other cultures. Therefore, if a bugbear<br />

goes abroad, commits a crime, and their home<br />

community discovers it, then the bugbear will not<br />

be punished. In fact, a bugbear who commits crimes<br />

abroad may become legendary.<br />

Dwarf, Black<br />

Black dwarven law distinguishes between<br />

major and minor crimes. Minor crimes have a severity<br />

of 1-5, while major crime severity is 6-10. Any<br />

character accused of a major crime must attend<br />

court. Each court has a jury comprised of 5 dwarves<br />

who have sworn an oath. Magic is forbidden in<br />

court.<br />

Although each crime is handled differently,<br />

the punishment is being struck with a hammer of<br />

justice for most minor crimes and being axed to<br />

death for most major crimes. Imprisonment is a<br />

rare form of punishment. Usually, a prisoner is<br />

confined in a chamber deep within a mountain to<br />

await ransom or sentencing. Once convicted, a character<br />

is never pardoned.<br />

A criminal is not punished for crimes committed<br />

outside a black dwarven community. The<br />

black dwarves believe that leaving society means returning<br />

to natural law from societal law.<br />

Dwarf, Brown<br />

Brown dwarves usually live in a human society<br />

and are subject to human justice.<br />

Dwarf, White<br />

White dwarven law distinguishes between<br />

major and minor crimes. Minor crimes have a severity<br />

of 1-5, while major crime severity is 6-10. Any<br />

character accused of a major crime must attend<br />

court. Each court has a jury comprised of 5 dwarves<br />

who have sworn an oath. Magic is forbidden in<br />

court.<br />

the punishment is either a fine or being forced to<br />

work for free for the community for most minor<br />

crimes and banishment for most major crimes.<br />

Imprisonment is a rare form of punishment. Usually,<br />

a prisoner is confined in a chamber deep within<br />

a mountain to await ransom or sentencing. A convicted<br />

character may seek a royal pardon.<br />

A criminal is punished for crimes committed<br />

outside a white dwarven community. The white<br />

dwarves believe that their law extends everywhere.<br />
