AN ACT concerning<br />

Baltimore City – Local Government Tort Claims Act – Baltimore Public Markets<br />

Corporation<br />

FOR the purpose <strong>of</strong> including the Baltimore Public Markets Corporation, in Baltimore<br />

City, in the definition <strong>of</strong> “local government” for the purposes <strong>of</strong> the Local<br />

Government Tort Claims Act; providing that Baltimore Public Markets<br />

Corporation and its employees may not raise as a defense a certain limitation on<br />

liability; providing for the application <strong>of</strong> this Act; and generally relating to the<br />

Local Government Tort Claims Act and the Baltimore Public Markets<br />

Corporation, in Baltimore City.<br />

BY repealing and reenacting, with amendments,<br />

AN ACT concerning<br />

CONSTITUTIONAL AMENDMENT<br />

Video Lottery Terminals – Constitutional Amendment Subject to Voter Approval<br />

FOR the purpose <strong>of</strong> adding a new article to the <strong>Maryland</strong> Constitution to prohibit the<br />

statutory expansion <strong>of</strong> forms <strong>of</strong> gaming, with certain exceptions, by the <strong>General</strong><br />

<strong>Assembly</strong>; limiting the number <strong>of</strong> licenses that the State may issue to operate<br />

video lottery terminals; limiting to a certain number the number <strong>of</strong> video lottery<br />

terminals at a certain facility that a video lottery facility licensee may operate;<br />

limiting the number <strong>of</strong> licenses to operate video lottery terminals to locations at a<br />

certain number <strong>of</strong> different regions and counties <strong>of</strong> the State; prohibiting the State<br />

from issuing a license for a video lottery facility under certain circumstances; and<br />

submitting this amendment to the qualified voters <strong>of</strong> the State <strong>of</strong> <strong>Maryland</strong> for<br />

their adoption or rejection.
