residency <strong>of</strong> certain persons and from removing certain residents because <strong>of</strong> a<br />

refusal to accept electronic monitoring; requiring the administrator <strong>of</strong> a nursing<br />

facility to maintain certain records; establishing certain penalties; requiring that<br />

videotapes created from video camera monitoring be admissible in criminal and<br />

civil actions brought in <strong>Maryland</strong> courts, subject to the <strong>Maryland</strong> Rules <strong>of</strong><br />

Evidence; defining a certain term; providing for the application <strong>of</strong> this Act; and<br />

generally relating to electronic monitoring <strong>of</strong> nursing facilities.<br />

AN ACT concerning<br />

Building Opportunities for All Students and Teachers (BOAST) in <strong>Maryland</strong> Tax<br />

Credit<br />

FOR the purpose <strong>of</strong> allowing a credit against the State income tax for contributions made<br />

to an eligible educational scholarship organization or an eligible innovative<br />

educational grant organization; requiring the State Department <strong>of</strong> Education to<br />

administer the tax credit; requiring an entity to submit an application to be an<br />

eligible educational scholarship organization or an eligible innovative educational<br />

grant organization by a certain date each year; requiring an eligible educational<br />

scholarship organization or an eligible innovative educational grant organization<br />

to meet certain qualifications; requiring a business entity to submit a certain
