FOR the purpose <strong>of</strong> establishing the <strong>of</strong>fense <strong>of</strong> loitering in Harford County and Baltimore<br />

County; prohibiting a person from loitering in a commercial establishment without<br />

conducting lawful business and without certain consent or if the person is asked to<br />

leave by certain individuals; prohibiting a person from loitering in a residence<br />

without certain consent or if the person is asked to leave by certain individuals;<br />

prohibiting a person from loitering in a public place if the person is asked to leave<br />

by a law enforcement <strong>of</strong>ficer; establishing that this Act may not be construed to<br />

prevent orderly picketing or other lawful assembly; establishing a certain penalty;<br />

defining certain terms; and generally relating to the crime <strong>of</strong> loitering in Hartford<br />

County and Baltimore County.<br />

provisions requiring the juvenile court to conduct certain proceedings in open<br />

court and announce certain adjudications and dispositions in open court except<br />

under certain circumstances; making certain stylistic changes; and generally<br />

relating to juvenile causes.<br />
