FOR the purpose <strong>of</strong> requiring a court, unless there is a certain waiver, before sentencing a<br />

certain defendant, to order that the defendant submit to a presentence investigation<br />

conducted by the Division <strong>of</strong> Parole and Probation and a mental health evaluation<br />

conducted by a certain individual employed or engaged by the Department <strong>of</strong><br />

Health and Mental Hygiene; requiring a court to consider the presentence<br />

investigation and mental health evaluation when sentencing the defendant; and<br />

generally relating to evaluation and sentencing <strong>of</strong> sexual <strong>of</strong>fenders.<br />

AN ACT concerning<br />

Education – Geographic Cost <strong>of</strong> Education Index – Funding<br />

FOR the purpose <strong>of</strong> requiring the State to provide certain grants to certain county boards<br />

<strong>of</strong> education to reflect regional differences in the cost <strong>of</strong> education that are due to<br />

factors outside the control <strong>of</strong> local jurisdictions; providing for the manner <strong>of</strong><br />

calculation and distribution <strong>of</strong> certain grants in certain fiscal years; requiring the<br />

State Department <strong>of</strong> Education to update a certain geographic cost <strong>of</strong> education<br />

<strong>index</strong> (GCEI) at certain times; requiring the Department to submit a certain<br />

proposed GCEI adjustment to the Governor and <strong>General</strong> <strong>Assembly</strong> and to<br />

recommend certain legislation at certain times; and generally relating to the<br />

funding <strong>of</strong> a geographic cost <strong>of</strong> education <strong>index</strong> in the Bridge to Excellence in<br />

Public Schools Act.<br />
