House Bill 408 – Delegates Proctor and Vallario<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Prince George’s County – <strong>Maryland</strong> Crime Victims’<br />

Resource Foundation<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $150,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> the <strong>Maryland</strong> Crime<br />

Victims’ Resource Foundation, Inc. for certain development or improvement<br />

purposes; providing for disbursement <strong>of</strong> the loan proceeds, subject to a<br />

requirement that the grantee provide and expend a matching fund; establishing a<br />

deadline for the encumbrance or expenditure <strong>of</strong> the loan proceeds; and providing<br />

generally for the issuance and sale <strong>of</strong> bonds evidencing the loan.<br />

House Bill 409 – Delegates Kaiser, Hubbard, Riley, and Ross<br />

AN ACT concerning<br />

Recordation Tax – Indemnity Mortgages<br />

FOR the purpose <strong>of</strong> providing that, for purposes <strong>of</strong> the recordation tax, secured debt with<br />

respect to certain mortgages, deeds <strong>of</strong> trust, and other security interests in real<br />

property securing a guarantee <strong>of</strong> repayment <strong>of</strong> a loan is deemed to be incurred as<br />

debt is incurred on the guaranteed loan and the recordation tax applies in a certain<br />

manner; and generally relating to the treatment <strong>of</strong> certain indemnity mortgages<br />

under the recordation tax.<br />
