FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $250,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> the Foundation for<br />

Baltimore County Public Library, Inc. for certain development or improvement<br />

purposes; providing for disbursement <strong>of</strong> the loan proceeds, subject to a<br />

requirement that the grantee provide and expend a matching fund; establishing a<br />

deadline for the encumbrance or expenditure <strong>of</strong> the loan proceeds; and providing<br />

generally for the issuance and sale <strong>of</strong> bonds evidencing the loan.<br />

AN ACT concerning<br />

State Board <strong>of</strong> Physicians – Subpoenas – Medical Records for Mental Health<br />

Services<br />

FOR the purpose <strong>of</strong> requiring certain health care providers, in accordance with a<br />

subpoena, to disclose certain medical records for mental health services to the<br />

State Board <strong>of</strong> Physicians for certain investigations into complaints made by a<br />

certain person under certain circumstances; authorizing the Board to issue certain<br />

subpoenas for medical records for mental health services for certain investigations<br />

if on a certain date the Board notifies the patient by certified mail that the<br />

subpoena has been issued and that the patient may assert certain rights within a<br />

certain period <strong>of</strong> time; authorizing the Board to require the disclosure <strong>of</strong> certain<br />

medical records if certain rights are not asserted within a certain period <strong>of</strong> time;<br />

and generally relating to the issuance <strong>of</strong> subpoenas for medical records for mental<br />

health services by the State Board <strong>of</strong> Physicians.<br />
