FOR the purpose <strong>of</strong> prohibiting the Secretary <strong>of</strong> Health and Mental Hygiene from<br />

determining certain job classifications and grades; establishing that certain staff<br />

hired after a certain date are in the executive service or management service or are<br />

special appointments; requiring certain health occupation boards to determine<br />

certain job classifications and grades for certain staff; requiring that the<br />

Department <strong>of</strong> Health and Mental Hygiene in conjunction with certain health<br />

occupation boards issue a request for proposals for an independent surveyor to<br />

conduct a certain survey on the salary, grades, recruitment, and retention <strong>of</strong> certain<br />

staff; providing that the purpose <strong>of</strong> a certain survey is to assist certain health<br />

occupation boards in determining certain job classifications and grades; requiring<br />

that a certain request for proposals specify certain information; requiring certain<br />

executive directors to review certain proposals and select a certain surveyor;<br />

requiring that a certain survey provide certain information; requiring that a certain<br />

cost be divided equally among certain health occupation boards; providing for a<br />

delayed effective date; and generally relating to the determination <strong>of</strong> job<br />

classifications and grades for staff by the health occupation boards.<br />

AN ACT concerning<br />

Transportation – Tax Revenues<br />

FOR the purpose <strong>of</strong> requiring the Comptroller to distribute certain sales and use tax<br />

collected on the sale <strong>of</strong> motor fuel to the Gasoline and Motor Vehicle Revenue<br />

Account <strong>of</strong> the Transportation Trust Fund; altering the motor fuel tax rates;<br />

repealing an exemption under the sales and use tax for the sale <strong>of</strong> motor fuel that is<br />

subject to the motor fuel tax; providing an exemption under the sales and use tax<br />

for certain motor fuel that is exempt from the motor fuel tax; altering the rate <strong>of</strong><br />

the motor carrier tax to include a certain per gallon sales and use tax equivalent<br />

rate; altering a credit allowed against the motor carrier tax to include certain sales<br />

and use tax that the motor carrier paid on motor fuel bought in the State; altering<br />

certain exemptions under the sales and use tax relating to motor fuel; requiring a<br />

buyer to pay the sales and use tax on certain sales <strong>of</strong> motor fuel that are exempt<br />

from the tax and allowing the buyer to file a claim for refund <strong>of</strong> the tax paid;<br />

providing for the prepayment <strong>of</strong> the sales and use tax for motor fuel by a person
