House Bill 66 – Delegates Eckardt, Cane, and Haddaway<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Dorchester County – Galestown Community Center<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt in the amount <strong>of</strong> $150,000,<br />

the proceeds to be used as a grant to the Commissioners <strong>of</strong> Galestown for certain<br />

development or improvement purposes; providing for disbursement <strong>of</strong> the loan<br />

proceeds, subject to a requirement that the grantee provide and expend a matching<br />

fund; requiring the grantee to grant and convey a certain easement to the <strong>Maryland</strong><br />

Historical Trust; establishing a deadline for the encumbrance or expenditure <strong>of</strong> the<br />

loan proceeds; and providing generally for the issuance and sale <strong>of</strong> bonds<br />

evidencing the loan.<br />

House Bill 67 – Delegates Anderson, Conaway, Dumais, Gutierrez, Montgomery,<br />

Ramirez, Rosenberg, Shank, Simmons, Smigiel, Valderrama, and Vallario<br />

AN ACT concerning<br />

Criminal Procedure – Custodial Interrogation – Electronic Recordation<br />

FOR the purpose <strong>of</strong> establishing that, in a prosecution for a crime <strong>of</strong> violence, statements<br />

<strong>of</strong> a defendant made during a certain custodial interrogation are presumed<br />

involuntary unless a certain electronic recording is made <strong>of</strong> the interrogation;<br />

establishing that, if a court finds by a preponderance <strong>of</strong> evidence that a defendant<br />

was subjected to a custodial interrogation in violation <strong>of</strong> this Act, a statement<br />

made by the defendant following the custodial interrogation is presumed<br />

involuntary in a prosecution for a crime <strong>of</strong> violence; establishing that a<br />

presumption <strong>of</strong> involuntariness established by this Act may be overcome by<br />

certain clear and convincing evidence; providing that this Act does not preclude<br />

the admission in a criminal proceeding <strong>of</strong> certain statements by a defendant;<br />

prohibiting the State from destroying or altering certain electronic recordings<br />

made <strong>of</strong> certain custodial interrogations until certain circumstances exist; defining<br />

certain terms; providing for the application <strong>of</strong> this Act; and generally relating to
