from certain restraints and seclusions; establishing that individuals in certain<br />

facilities be free from certain physical restraints and holds; establishing certain<br />

rights for individuals in certain State–operated psychiatric facilities; providing that<br />

the rights established in a certain subtitle may not be limited by certain privilege<br />

systems; establishing that certain individuals, guardians, and persons may file<br />

certain complaints in certain courts; requiring that certain complainants granted<br />

injunctive relief be awarded certain costs and attorney’s fees; and generally<br />

relating to patients rights in mental hygiene facilities.<br />

House Bill 641 – Delegates Stukes, Ali, Anderson, Barnes, Branch, Conaway, DeBoy,<br />

Glenn, Harrison, Haynes, Howard, Hucker, Kipke, Kirk, Lafferty, Manno, McIntosh,<br />

Nathan–Pulliam, Oaks, Robinson, Ross, Schuh, Valderrama, and Waldstreicher<br />

AN ACT concerning<br />

Vehicle Laws – Towing or Removal <strong>of</strong> Vehicles from Parking Lots<br />

FOR the purpose <strong>of</strong> applying statewide certain provisions <strong>of</strong> law concerning the towing<br />

or removal <strong>of</strong> vehicles from certain parking lots; prohibiting the towing or removal<br />

<strong>of</strong> a vehicle from a certain parking lot unless the vehicle is impeding traffic or<br />

certain notice is given to the vehicle owner; requiring a parking lot owner to<br />

provide a certain notice to a vehicle owner that the vehicle will be towed or<br />

removed, except under certain circumstances; requiring the inclusion <strong>of</strong> certain<br />

information in the notice <strong>of</strong> towing or removal <strong>of</strong> a vehicle from a parking lot;<br />

providing that certain provisions <strong>of</strong> law concerning the towing or removal <strong>of</strong><br />

vehicles from certain parking lots preempt any conflicting enactments <strong>of</strong> a county<br />

or municipal corporation; and generally relating to the towing or removal <strong>of</strong><br />

vehicles from parking lots.<br />
