AN ACT concerning<br />

CONSTITUTIONAL AMENDMENT<br />

Real Property – Eminent Domain – Limitations on Condemnation Authority<br />

FOR the purpose <strong>of</strong> proposing amendments to the <strong>Maryland</strong> Constitution to limit the<br />

condemnation <strong>of</strong> private property to public uses under certain circumstances;<br />

requiring certain enactments relating to the taking <strong>of</strong> private property to include a<br />

requirement for the issuance <strong>of</strong> a certain statement; repealing the authority <strong>of</strong> a<br />

county or municipal corporation to condemn property for urban renewal projects;<br />

defining a certain term; generally relating to the authority for private property to<br />

be taken by eminent domain; and submitting this amendment to the qualified<br />

voters <strong>of</strong> the State <strong>of</strong> <strong>Maryland</strong> for their adoption or rejection.<br />

Creation <strong>of</strong> a State Debt – Baltimore City – The Walters Art Museum<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $350,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Trustees <strong>of</strong> the Walters Art Gallery<br />

for certain development or improvement purposes; providing for disbursement <strong>of</strong><br />

the loan proceeds, subject to a requirement that the grantee provide and expend a<br />

matching fund; establishing a deadline for the encumbrance or expenditure <strong>of</strong> the
