AN ACT concerning<br />

Election Law – Public Campaign Financing Act for Candidates for the <strong>General</strong><br />

<strong>Assembly</strong><br />

FOR the purpose <strong>of</strong> establishing a system <strong>of</strong> public financing <strong>of</strong> campaigns for certain<br />

candidates for the <strong>General</strong> <strong>Assembly</strong>; establishing an Election Financing<br />

Commission to administer the system <strong>of</strong> public financing <strong>of</strong> campaigns; providing<br />

for the membership <strong>of</strong> the Commission and specifying its powers and duties;<br />

creating the Public Election Fund and providing for the inclusion <strong>of</strong> certain money<br />

in the Fund; defining certain terms; requiring the Comptroller to distribute certain<br />

proceeds from the sale <strong>of</strong> abandoned property to the Public Election Fund for<br />

certain purposes; specifying certain procedures, requirements, and conditions<br />

participating candidates must meet to receive a distribution from the Fund;<br />

requiring that participating candidates adhere to certain campaign expenditure<br />

limits, subject to certain exceptions; requiring the Comptroller to perform certain<br />

duties in connection with the establishment, maintenance, and administration <strong>of</strong><br />

the Fund; regulating contributions and expenditures made by political parties on<br />

behalf <strong>of</strong> participating candidates; regulating coordinated expenditures made by or<br />

on behalf <strong>of</strong> participating candidates; specifying certain additional campaign<br />

finance reporting requirements for certain candidates and political organizations;
