providing that certain unused credits may be carried forward to certain taxable<br />

years; requiring a certain addition modification if a certain credit is claimed;<br />

requiring the Comptroller to adopt certain regulations; requiring the Department<br />

and the Comptroller jointly to adopt certain regulations; defining certain terms;<br />

providing for the application <strong>of</strong> this Act; and generally relating to certain credits<br />

against the State income tax based on certain expenses paid or incurred for certain<br />

cellulosic ethanol technology research and development conducted in the State.<br />

House Bill 545 – Harford County Delegation<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Harford County – Walter and Betty Ward YMCA<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $1,500,000 the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> the Young Men’s<br />

Christian Association <strong>of</strong> Central <strong>Maryland</strong>, Inc. for certain development or<br />

improvement purposes; providing for disbursement <strong>of</strong> the loan proceeds, subject<br />

to a requirement that the grantee provide and expend a matching fund; prohibiting<br />

the use <strong>of</strong> the loan proceeds or matching fund for sectarian religious purposes;<br />

establishing a deadline for the encumbrance or expenditure <strong>of</strong> the loan proceeds;<br />

and providing generally for the issuance and sale <strong>of</strong> bonds evidencing the loan.<br />
