House Bill 484 – Delegate Donoghue<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Washington County – Museum <strong>of</strong> Fine Arts<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $300,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Trustees <strong>of</strong> the Washington County<br />

Museum <strong>of</strong> Fine Arts, Inc. for certain development or improvement purposes;<br />

providing for disbursement <strong>of</strong> the loan proceeds, subject to a requirement that the<br />

grantee provide and expend a matching fund; requiring the grantee to grant and<br />

convey a certain easement to the <strong>Maryland</strong> Historical Trust; establishing a<br />

deadline for the encumbrance or expenditure <strong>of</strong> the loan proceeds; and providing<br />

generally for the issuance and sale <strong>of</strong> bonds evidencing the loan.<br />

House Bill 485 – Delegate Donoghue<br />

AN ACT concerning<br />

Direct Billing <strong>of</strong> Anatomic Pathology Services<br />

FOR the purpose <strong>of</strong> requiring certain clinical laboratories, health care practitioners, and<br />

group practices that provide anatomic pathology services to certain patients to<br />

present or cause to be presented claims, bills, or demands for payment to certain<br />

individuals and entities; prohibiting certain health care practitioners from directly<br />

or indirectly charging, billing, or otherwise soliciting payment for certain anatomic<br />

pathology services unless the services are performed by or under the direct<br />

supervision <strong>of</strong> the health care provider and in accordance with certain provisions;<br />

prohibiting certain health care practitioners from directly receiving certain fees,<br />

pr<strong>of</strong>its, or revenue for certain anatomic pathology services under certain<br />

circumstances; providing that a certain subsection does not apply to certain group<br />

practices, referring laboratories, or multi–specialty groups; establishing that<br />

certain individuals and entities are not required to provide reimbursement under<br />

certain circumstances; establishing that a certain section does not prohibit a<br />

referring laboratory from billing for certain anatomic pathology services under<br />

certain circumstances; and generally relating to direct billing <strong>of</strong> anatomic<br />

pathology services.<br />
