House Bill 1032 – Delegates Oaks, Carter, and Rosenberg<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Baltimore City – The Mount<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $1,000,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> Progressive Horizons,<br />

Inc. for certain development or improvement purposes; providing for disbursement<br />

<strong>of</strong> the loan proceeds, subject to a requirement that the grantee provide and expend<br />

a matching fund; requiring the grantee to grant and convey an easement to the<br />

<strong>Maryland</strong> Historical Trust; establishing a deadline for the encumbrance or<br />

expenditure <strong>of</strong> the loan proceeds; and providing generally for the issuance and sale<br />

<strong>of</strong> bonds evidencing the loan.<br />

AN ACT concerning<br />

Health Insurance – Prescription Drugs and Devices – Copayment or Coinsurance<br />

FOR the purpose <strong>of</strong> prohibiting certain insurers, nonpr<strong>of</strong>it health service plans, and health<br />

maintenance organizations from imposing a copayment or coinsurance<br />

requirement for a covered prescription drug or device that exceeds the retail price<br />

<strong>of</strong> the prescription drug or device.<br />
