Creation of a State Debt – Baltimore City – Sandi’s Learning Center
FOR the purpose of authorizing the creation of a State Debt not to exceed $600,000, the
proceeds to be used as a grant to the Board of Directors of Sandi’s Learning
Center, Inc. for certain development or improvement purposes; providing for
disbursement of the loan proceeds, subject to a requirement that the grantee
provide and expend a matching fund; establishing a deadline for the encumbrance
or expenditure of the loan proceeds; and providing generally for the issuance and
sale of bonds evidencing the loan.

AN ACT concerning
Solar Energy Tax Credit
FOR the purpose of establishing a period of eligibility for a credit against the State
income tax for certain costs of certain equipment that uses solar energy to generate
electricity, to heat or cool a structure or provide hot water for use in a structure, or
to provide solar process heat; providing for the amount of the credit; prohibiting
the use of the credit under certain circumstances; providing for the application of
this Act; and generally relating to a State income tax credit for certain equipment
using solar energy.
