State Personnel – Health and Welfare Benefits Program – Contractual Employees
FOR the purpose of requiring the Secretary of Budget and Management to include certain
State contractual employees in the types or categories of State employees who are
eligible to participate in the State Employee and Retiree Health and Welfare
Benefits Program with State subsidies; and generally relating to benefits for State
contractual employees.

Criminal Law – Gang Activity – Jurisdiction over Juvenile Offenders
FOR the purpose of excluding from the jurisdiction of juvenile court certain juvenile
offenders who commit acts that would be crimes if committed by adults that the
juvenile committed as a member of a criminal gang; and generally relating to the
jurisdiction of the court over a juvenile offender involved in criminal gang
activity.
