House Bill 522 – Delegates V. Clagett, Beidle, and George<br />

AN ACT concerning<br />

Wineries – Special Event Permits – Farmers’ Markets<br />

FOR the purpose <strong>of</strong> altering the number <strong>of</strong> winery special event permits that the<br />

Comptroller may issue to Class 4 <strong>Maryland</strong> limited wineries in a calendar year and<br />

in the same political subdivision; altering the number <strong>of</strong> certain bottles <strong>of</strong> wine<br />

that a permit holder may sell to a consumer at a certain event or festival for<br />

consumption <strong>of</strong>f the premises; authorizing the Comptroller to issue an unlimited<br />

number <strong>of</strong> permits for use at certain farmers’ markets; prohibiting a permit holder<br />

to sell wine by the glass at a farmer’s market; and generally relating to winery<br />

special event permits.<br />

AN ACT concerning<br />

Municipal Corporations – Building Excise Tax<br />

FOR the purpose <strong>of</strong> authorizing municipal corporations to impose, by ordinance or<br />

resolution, a building excise tax on all types <strong>of</strong> building construction within a<br />

municipal corporation; requiring the governing body <strong>of</strong> a municipal corporation to<br />

hold a public hearing before adopting a certain ordinance or resolution; prohibiting<br />

a municipal corporation from imposing a building excise tax if the municipal<br />

corporation imposes a certain impact fee; requiring a municipal corporation to<br />

specify in the ordinance or resolution the types <strong>of</strong> building construction subject to
