House Bill 543 – Delegates Kullen, O’Donnell, Proctor, and Vallario
AN ACT concerning
Creation of a State Debt – Calvert County – Project ECHO Homeless Shelter
FOR the purpose of authorizing the creation of a State Debt not to exceed $500,000, the
proceeds to be used as a grant to the Board of Commissioners of the Housing
Authority of Calvert County for certain development or improvement purposes;
providing for disbursement of the loan proceeds, subject to a requirement that the
grantee provide and expend a matching fund; prohibiting the use of the loan
proceeds and matching fund for sectarian religious purposes; establishing a
deadline for the encumbrance or expenditure of the loan proceeds; and providing
generally for the issuance and sale of bonds evidencing the loan.

AN ACT concerning
Income Tax – Credit for Cellulosic Ethanol Technology
Research and Development
FOR the purpose of allowing a credit against the State income tax for certain cellulosic
ethanol technology research and development expenses incurred by an individual
or corporation; providing for applications to the Department of Business and
Economic Development for approval of the credit and certification by the
Department to taxpayers of approved credit amounts; limiting the total amount of
credits that the Department may approve for any calendar year to a certain
amount; requiring the Department to approve a prorated credit for each applicant if
the total amount applied for exceeds the maximum that may be approved;
