House Bill 543 – Delegates Kullen, O’Donnell, Proctor, and Vallario<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Calvert County – Project ECHO Homeless Shelter<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $500,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Commissioners <strong>of</strong> the Housing<br />

Authority <strong>of</strong> Calvert County for certain development or improvement purposes;<br />

providing for disbursement <strong>of</strong> the loan proceeds, subject to a requirement that the<br />

grantee provide and expend a matching fund; prohibiting the use <strong>of</strong> the loan<br />

proceeds and matching fund for sectarian religious purposes; establishing a<br />

deadline for the encumbrance or expenditure <strong>of</strong> the loan proceeds; and providing<br />

generally for the issuance and sale <strong>of</strong> bonds evidencing the loan.<br />

AN ACT concerning<br />

Income Tax – Credit for Cellulosic Ethanol Technology<br />

Research and Development<br />

FOR the purpose <strong>of</strong> allowing a credit against the State income tax for certain cellulosic<br />

ethanol technology research and development expenses incurred by an individual<br />

or corporation; providing for applications to the Department <strong>of</strong> Business and<br />

Economic Development for approval <strong>of</strong> the credit and certification by the<br />

Department to taxpayers <strong>of</strong> approved credit amounts; limiting the total amount <strong>of</strong><br />

credits that the Department may approve for any calendar year to a certain<br />

amount; requiring the Department to approve a prorated credit for each applicant if<br />

the total amount applied for exceeds the maximum that may be approved;
