House Bill 289 – Delegates Conway, Mathias, Cane, and Elmore<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Wicomico County – Wicomico Youth and Civic Center<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $2,500,000, the<br />

proceeds to be used as a grant to the County Executive and County Council <strong>of</strong><br />

Wicomico County for certain development or improvement purposes; providing<br />

for disbursement <strong>of</strong> the loan proceeds, subject to a requirement that the grantee<br />

provide and expend a matching fund; establishing a deadline for the encumbrance<br />

or expenditure <strong>of</strong> the loan proceeds; and providing generally for the issuance and<br />

sale <strong>of</strong> bonds evidencing the loan.<br />

AN ACT concerning<br />

CONSTITUTIONAL AMENDMENT<br />

Election Law – Circuit Court Judges – Retention Elections<br />

FOR the purpose <strong>of</strong> proposing amendments to the <strong>Maryland</strong> Constitution relating to the<br />

election and tenure <strong>of</strong> judges <strong>of</strong> the circuit courts; establishing the Judicial<br />

Recommendation Committee and providing for the appointment <strong>of</strong> its members;<br />

providing for retention elections <strong>of</strong> certain circuit court judges at certain intervals;<br />

making interim provisions for certain incumbent judges; and submitting this<br />

amendment to the qualified voters <strong>of</strong> the State <strong>of</strong> <strong>Maryland</strong> for their adoption or<br />

rejection.<br />
