House Bill 289 – Delegates Conway, Mathias, Cane, and Elmore
AN ACT concerning
Creation of a State Debt – Wicomico County – Wicomico Youth and Civic Center
FOR the purpose of authorizing the creation of a State Debt not to exceed $2,500,000, the
proceeds to be used as a grant to the County Executive and County Council of
Wicomico County for certain development or improvement purposes; providing
for disbursement of the loan proceeds, subject to a requirement that the grantee
provide and expend a matching fund; establishing a deadline for the encumbrance
or expenditure of the loan proceeds; and providing generally for the issuance and
sale of bonds evidencing the loan.

House Bill 290 – Delegates Cardin, Barve, James, Niemann, and Shewell
AN ACT concerning
CONSTITUTIONAL AMENDMENT
Election Law – Circuit Court Judges – Retention Elections
FOR the purpose of proposing amendments to the Maryland Constitution relating to the
election and tenure of judges of the circuit courts; establishing the Judicial
Recommendation Committee and providing for the appointment of its members;
providing for retention elections of certain circuit court judges at certain intervals;
making interim provisions for certain incumbent judges; and submitting this
amendment to the qualified voters of the State of Maryland for their adoption or
rejection.
