House Bill 886 – Delegate Holmes<br />

AN ACT concerning<br />

Every Vote Counts Act<br />

FOR the purpose <strong>of</strong> requiring the State Board <strong>of</strong> Elections to ensure that required training<br />

manuals and related materials are distributed to local boards <strong>of</strong> elections by a<br />

certain date prior to an election; requiring a local board to create an additional<br />

precinct with a separate polling place under certain circumstances; altering the<br />

period before an election when voter registration is closed; altering the deadline<br />

for the filing <strong>of</strong> a certificate <strong>of</strong> candidacy by a write–in candidate; requiring each<br />

local board to provide a certain number <strong>of</strong> voting units at each polling place for<br />

certain elections; requiring certain voting units to be accessible to individuals with<br />

disabilities; prohibiting the State Board from altering a voting system within a<br />

certain time period before an election, subject to conditions; requiring a local<br />

board to begin sending absentee ballots to qualified voters on a certain date before<br />

an election; requiring certain law enforcement <strong>of</strong>ficers to monitor and inspect<br />

activities, in accordance with certain regulations and guidelines, at certain polling<br />

places on election day; making the provisions <strong>of</strong> this Act severable; and generally<br />

relating to election administration in <strong>Maryland</strong>.<br />

BY repealing and reenacting, with amendments,<br />

Department <strong>of</strong> the Environment – Licensing and Regulation <strong>of</strong> Tanning Facilities<br />

FOR the purpose <strong>of</strong> requiring certain persons to obtain a certain license to operate a<br />

tanning facility; requiring a separate license for each tanning facility; requiring the<br />

Secretary <strong>of</strong> the Environment to issue certain licenses and adopt certain<br />

regulations concerning tanning facilities; requiring the Secretary to set certain<br />

fees; requiring the fees to be set to produce funds to approximate certain costs;<br />

providing for the scope <strong>of</strong> a certain license; providing for the term, renewal, and
