AN ACT concerning<br />

Real Property – Condominiums and Homeowners Associations – Court<br />

Appointment <strong>of</strong> Receiver<br />

FOR the purpose <strong>of</strong> authorizing a unit owner to petition a certain circuit court to appoint<br />

a receiver if a council <strong>of</strong> unit owners fails to fill certain vacancies on the board <strong>of</strong><br />

directors under the <strong>Maryland</strong> Condominium Act; requiring a certain unit owner to<br />

mail a certain notice; requiring a certain unit owner to post a certain notice in a<br />

certain manner; providing that the unit owner may proceed with the petition under<br />

certain circumstances; providing that a certain receiver shall have certain powers<br />

and duties; providing for the term <strong>of</strong> service <strong>of</strong> a receiver; providing that the salary<br />

<strong>of</strong> a certain receiver, certain court costs, and certain attorney’s fees are common<br />

expenses; authorizing an owner <strong>of</strong> a certain lot to petition a certain circuit court to<br />

appoint a receiver if a homeowners association fails to fill certain vacancies on the<br />

governing body under the <strong>Maryland</strong> Homeowners Association Act; requiring a<br />

certain lot owner to mail a certain notice; providing that the lot owner may<br />

proceed with the petition under certain circumstances; providing that the salary <strong>of</strong><br />

a certain receiver, certain court costs, and certain attorney’s fees are expenses <strong>of</strong> a<br />

homeowners association; and generally relating to the appointment <strong>of</strong> a receiver<br />

for a condominium or a homeowners association.<br />

House Bill 526 – Delegates Tarrant, Conaway, and Robinson<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Baltimore City – Healthy Start<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt in the amount <strong>of</strong> $800,000,<br />

the proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> Baltimore City<br />

Healthy Start, Inc. for certain development or improvement purposes, providing<br />

for disbursement <strong>of</strong> the loan proceeds; subject to a requirement that the grantee<br />

provide and expend a matching fund; establishing a deadline for the encumbrance<br />

or expenditure <strong>of</strong> the loan proceeds; and providing generally for the issuance and<br />

sale <strong>of</strong> bonds evidencing the loan.
