House Bill 255 – Howard County Delegation<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – Howard County – Historic Main Street Ellicott City<br />

Parking Garage<br />

Ho. Co. 4–07<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $500,000, the<br />

proceeds to be used as a grant to the Howard County Revenue Authority for<br />

certain development or improvement purposes; providing for disbursement <strong>of</strong> the<br />

loan proceeds, subject to a requirement that the grantee provide and expend a<br />

matching fund; establishing a deadline for the encumbrance or expenditure <strong>of</strong> the<br />

loan proceeds; and providing generally for the issuance and sale <strong>of</strong> bonds<br />

evidencing the loan.<br />

CONSTITUTIONAL AMENDMENT<br />

Harford County – Eminent Domain – Limitation on Condemnation Authority<br />

FOR the purpose <strong>of</strong> proposing amendments to the <strong>Maryland</strong> Constitution to limit the<br />

condemnation <strong>of</strong> private property in Harford County under certain circumstances;<br />

defining a certain term; making stylistic changes; and submitting this amendment<br />

to the qualified voters <strong>of</strong> the State <strong>of</strong> <strong>Maryland</strong> for their adoption or rejection.<br />
