date; requiring a taxpayer claiming a credit to obtain and file with the income tax
return a certain eligibility certificate from an architect or professional engineer
regarding compliance with certain requirements; authorizing the Comptroller and
the Department of the Environment to adopt certain regulations; requiring the
Comptroller and the Department to submit certain reports to the Governor and the
General Assembly by certain dates; requiring the Department to establish a certain
advisory committee to study certain conservation techniques and practices and
develop certain criteria for building projects to qualify for the tax credit; defining
certain terms; providing for the application of this Act; and generally relating to a
State income tax credit for low impact development techniques.

AN ACT concerning
Maryland Rx Program – Modifications
FOR the purpose of authorizing an individual that satisfies the conditions established by
the Department of Budget and Management to be eligible for participation in the
Maryland Rx Program; requiring an individual that participates in the Program to
be responsible for the cost of drugs purchased by or on behalf of the individual;
authorizing the State to recoup any start–up funds from savings achieved for
participating individuals; authorizing the Department to charge an administrative
fee to an individual sufficient to offset the individual’s participation in the
Program; and generally relating to modifications to the Maryland Rx Program.
