prohibiting the Department from issuing an initial credit certificate after a certain<br />

date; requiring a taxpayer claiming a credit to obtain and file with the income tax<br />

return a certain eligibility certificate from an architect or pr<strong>of</strong>essional engineer<br />

regarding compliance with certain requirements; authorizing the Comptroller and<br />

the Department <strong>of</strong> the Environment to adopt certain regulations; requiring the<br />

Comptroller and the Department to submit certain reports to the Governor and the<br />

<strong>General</strong> <strong>Assembly</strong> by certain dates; requiring the Department to establish a certain<br />

advisory committee to study certain conservation techniques and practices and<br />

develop certain criteria for building projects to qualify for the tax credit; defining<br />

certain terms; providing for the application <strong>of</strong> this Act; and generally relating to a<br />

State income tax credit for low impact development techniques.<br />

AN ACT concerning<br />

<strong>Maryland</strong> Rx Program – Modifications<br />

FOR the purpose <strong>of</strong> authorizing an individual that satisfies the conditions established by<br />

the Department <strong>of</strong> Budget and Management to be eligible for participation in the<br />

<strong>Maryland</strong> Rx Program; requiring an individual that participates in the Program to<br />

be responsible for the cost <strong>of</strong> drugs purchased by or on behalf <strong>of</strong> the individual;<br />

authorizing the State to recoup any start–up funds from savings achieved for<br />

participating individuals; authorizing the Department to charge an administrative<br />

fee to an individual sufficient to <strong>of</strong>fset the individual’s participation in the<br />

Program; and generally relating to modifications to the <strong>Maryland</strong> Rx Program.<br />
