House Bill 780 – Delegates Taylor, Ali, Anderson, Barve, Benson, Braveboy, Bronrott,<br />

Burns, Conaway, Davis, Donoghue, Feldman, Glenn, Gutierrez, Heller, Holmes, Hucker,<br />

Kaiser, Kramer, Lawton, Levi, Manno, Oaks, Rice, Simmons, Stukes, Tarrant, F. Turner,<br />

Vaughn, and Waldstreicher<br />

AN ACT concerning<br />

Creation <strong>of</strong> a State Debt – The Martin Luther King, Jr., National Memorial Project<br />

FOR the purpose <strong>of</strong> authorizing the creation <strong>of</strong> a State Debt not to exceed $2,000,000, the<br />

proceeds to be used as a grant to the Board <strong>of</strong> Directors <strong>of</strong> the Washington, D.C.<br />

Martin Luther King, Jr., National Memorial Project Foundation, Inc. for certain<br />

development or improvement purposes; providing for disbursement <strong>of</strong> the loan<br />

proceeds, subject to a requirement that the grantee provide and expend a matching<br />

fund; establishing a deadline for the encumbrance or expenditure <strong>of</strong> the loan<br />

proceeds; and providing generally for the issuance and sale <strong>of</strong> bonds evidencing<br />

the loan.<br />

House Bill 781 – Delegate Hubbard<br />

AN ACT concerning<br />

Human Immunodeficiency Virus – Test Counseling<br />

FOR the purpose <strong>of</strong> altering certain requirements for obtaining written informed consent<br />

for human immunodeficiency virus (HIV) testing in accordance with Department<br />

<strong>of</strong> Health and Mental Hygiene regulations; clarifying that an informed consent for<br />

certain HIV testing be distinct from other consents; altering the manner in which a<br />

certain patient identifying number is obtained; requiring the Department to review<br />

and streamline certain regulations relating to certain HIV test counseling<br />

requirements and to adopt or revise regulations that address those certain<br />

requirements; requiring the Department to report to the Governor and <strong>General</strong><br />

<strong>Assembly</strong> on or before a certain date; defining certain terms; and generally<br />

relating to human immunodeficiency virus counseling and testing procedures.<br />
