House Bill 780 – Delegates Taylor, Ali, Anderson, Barve, Benson, Braveboy, Bronrott,
Burns, Conaway, Davis, Donoghue, Feldman, Glenn, Gutierrez, Heller, Holmes, Hucker,
Kaiser, Kramer, Lawton, Levi, Manno, Oaks, Rice, Simmons, Stukes, Tarrant, F. Turner,
Vaughn, and Waldstreicher
AN ACT concerning
Creation of a State Debt – The Martin Luther King, Jr., National Memorial Project
FOR the purpose of authorizing the creation of a State Debt not to exceed $2,000,000, the
proceeds to be used as a grant to the Board of Directors of the Washington, D.C.
Martin Luther King, Jr., National Memorial Project Foundation, Inc. for certain
development or improvement purposes; providing for disbursement of the loan
proceeds, subject to a requirement that the grantee provide and expend a matching
fund; establishing a deadline for the encumbrance or expenditure of the loan
proceeds; and providing generally for the issuance and sale of bonds evidencing
the loan.

AN ACT concerning
Human Immunodeficiency Virus – Test Counseling
FOR the purpose of altering certain requirements for obtaining written informed consent
for human immunodeficiency virus (HIV) testing in accordance with Department
of Health and Mental Hygiene regulations; clarifying that an informed consent for
certain HIV testing be distinct from other consents; altering the manner in which a
certain patient identifying number is obtained; requiring the Department to review
and streamline certain regulations relating to certain HIV test counseling
requirements and to adopt or revise regulations that address those certain
requirements; requiring the Department to report to the Governor and General
Assembly on or before a certain date; defining certain terms; and generally
relating to human immunodeficiency virus counseling and testing procedures.
BY repealing and reenacting, with amendments,
