FOR the purpose <strong>of</strong> altering certain requirements for certain buildings to be eligible for<br />

certain tax credits; allowing an individual or business entity to transfer certain tax<br />

credits to another individual or business entity under certain circumstances;<br />

authorizing an individual or business entity to whom a certain credit is transferred<br />

to claim a credit against the <strong>Maryland</strong> income tax under certain circumstances;<br />

altering the maximum annual and aggregate amount <strong>of</strong> initial credit certificates<br />

that the <strong>Maryland</strong> Energy Administration may issue; requiring certain regulations<br />

to be adopted that establish a certain process for the reallocation <strong>of</strong> certain credits;<br />

defining a certain term; providing for the application <strong>of</strong> this Act; and generally<br />

relating to credits against the <strong>Maryland</strong> income tax for certain buildings and<br />

building components that meet certain energy efficiency and environmental<br />

standards.<br />

House Bill 779 – Delegates Shank and Morhaim<br />

AN ACT concerning<br />

Medical Malpractice – Medical Liability Division Task Force<br />

FOR the purpose <strong>of</strong> stating the intent <strong>of</strong> the <strong>General</strong> <strong>Assembly</strong> that medical liability<br />

claims be addressed efficiently and effectively in the State judicial system and that<br />

the Chief Judge <strong>of</strong> the Court <strong>of</strong> Appeals consider, based on a certain study, the<br />

feasibility <strong>of</strong> the establishment <strong>of</strong> a medical liability division for administering<br />

medical liability claims in the State; establishing the Medical Liability Division<br />

Task Force to study the creation <strong>of</strong> a medical liability division in appropriate<br />

circuit courts; establishing the membership <strong>of</strong> the Task Force; providing staff<br />

support for the Task Force; prohibiting a member <strong>of</strong> the Task Force from<br />

receiving certain compensation; requiring the Task Force to issue a certain report<br />

by a certain date; providing that the report include certain information and be<br />

submitted to certain persons; providing for the termination <strong>of</strong> this Act; and<br />

generally relating to the establishment <strong>of</strong> the Medical Liability Court Division<br />

Force.<br />
