The Commission for the final clauses has examined first of all the amendment introducedby the Scandinavian countries (Misc. 11) in view of specifying explicitly:1) the relationship between the Parties to the Protocol in question and,2) the relationship between the Parties to the Protocol on the one hand, and the Partiesto the Convention of 1924, not being Parties to the Protocol, on the other.As far as the first point is concerned, the Commission was of the opinion that itwould be useful, in order to avoid any ambiguity, to commence the final clauses by aprovision that “between the Parties to the present Protocol, the Convention and theProtocol shall be read and interpreted as one single instrument”.
