The Commission for <strong>the</strong> final clauses has examined first of all <strong>the</strong> amendment introducedby <strong>the</strong> Scandinavian countries (Misc. 11) in view of specifying explicitly:1) <strong>the</strong> relationship between <strong>the</strong> Parties to <strong>the</strong> Protocol in question and,2) <strong>the</strong> relationship between <strong>the</strong> Parties to <strong>the</strong> Protocol on <strong>the</strong> one hand, and <strong>the</strong> Partiesto <strong>the</strong> Convention of 1924, not being Parties to <strong>the</strong> Protocol, on <strong>the</strong> o<strong>the</strong>r.As far as <strong>the</strong> first point is concerned, <strong>the</strong> Commission was of <strong>the</strong> opinion that itwould be useful, in order to avoid any ambiguity, to commence <strong>the</strong> final clauses by aprovision that “between <strong>the</strong> Parties to <strong>the</strong> present Protocol, <strong>the</strong> Convention and <strong>the</strong>Protocol shall be read and interpreted as one single instrument”.
