HACKNEY CARRIAGE LICENSES GRANTED UNDER<br />

THESE RULES AND REGULATIONS.<br />

SECTION 10. The Chief <strong>of</strong> Police <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong> shall, in<br />

accordance with law, annually grant hackney carriage licenses to suitable<br />

persons, firms and corporations who are owners <strong>of</strong> such vehicles (if the<br />

individual or one member <strong>of</strong> the firm resides in <strong>Somerville</strong> and if the<br />

principal place <strong>of</strong> business <strong>of</strong> the corporation is in <strong>Somerville</strong>) to set up<br />

and use them as hackney carriages.<br />

The fee for such license shall be five dollars. For the substitution <strong>of</strong><br />

the license to set up and use a hackney carriage for that <strong>of</strong> a hackney carriage<br />

previously licensed in accordance with this section, the fee shall be<br />

one dollar.<br />

Hackney carriages, except "funeral licenses," shall be licensed from<br />

the garage at which they are kept in <strong>Somerville</strong>, and in no case at the<br />

stands.<br />

No license or permit provided for in this rule shall be sold, assigned<br />

or transferred without first obtaining the consent <strong>of</strong> the Chief <strong>of</strong> Police<br />

in writing.<br />

When a licensed owner changes his address or the place at which a<br />

hackney carriage owned by him is garaged, he shall, within twenty-four<br />

hours <strong>of</strong> such change, notify the Inspector <strong>of</strong> Carriages in writing.<br />

Employment cards shall be issued to drivers by the Chief <strong>of</strong> Police,<br />

and the licensed owners <strong>of</strong> hackney carriages shall not employ drivers without<br />

such employment cards; said employment cards to be kept by. employers<br />

during the period that the driver is in their employ.<br />

Licensed owners shall return immediately to the Office <strong>of</strong> Inspector <strong>of</strong><br />

Carriages the employment card <strong>of</strong> every driver when he ceases to be in<br />

their employ, and, further, the licensed owner shall in writing give the<br />

reasons for the termination <strong>of</strong> the employment.<br />

An applicant for a license as owner <strong>of</strong> a motor hackney carriage shall<br />

present for examination in the case <strong>of</strong> each car a valid certificate <strong>of</strong><br />

registration issued by the Registrar <strong>of</strong> Motor Vehicles <strong>of</strong> the Commonwealth<br />

<strong>of</strong> Massachusetts, the date <strong>of</strong> which together with the car number<br />

shall be entered on the application, and also on the license <strong>of</strong> the Chief <strong>of</strong><br />

Police if granted.<br />

Upon any change in the certificate <strong>of</strong> registration <strong>of</strong> a motor hackney<br />

carriage, issued by the Registrar <strong>of</strong> Motor Vehicles, licensed owners shall<br />

immediately present such certificate together with hackney carriage license<br />

to the Office <strong>of</strong> the Inspector <strong>of</strong> Carriages.<br />

The owner <strong>of</strong> a licensed hackney carriage must keep, on a form approved<br />

by the Chief <strong>of</strong> Police, and produce upon demand <strong>of</strong> the Chief <strong>of</strong><br />

Police or Inspector <strong>of</strong> Carriages or any <strong>of</strong>ficer, a record <strong>of</strong> all trips made<br />

by said vehicle and containing all information requested on form approved<br />

by the Chief <strong>of</strong> Police for a period <strong>of</strong> each calendar day.<br />

TRADE NAMES USED BY LICENSED OWNERS.<br />

SECTION 11. All trade names used by licensed owners shall be approved<br />

by the Chief <strong>of</strong> Police and recorded in the Office <strong>of</strong> the Inspector <strong>of</strong><br />

Carriages.<br />

Any licensee who shall cease to be the owner <strong>of</strong> a hackney carriage shall<br />

at once surrender his license to the Chief <strong>of</strong> Police.<br />

No person shall be licensed to be an owner who is not <strong>of</strong> the age <strong>of</strong><br />

twenty-one years or over, who cannot read, write and speak the English<br />

language intelligibly, or who is addicted to the use <strong>of</strong> intoxicating liquors<br />

or narcotic drugs.<br />

All licenses issued to owners must be called for at the Office <strong>of</strong> Inspector<br />

<strong>of</strong> Carriages within thirty days <strong>of</strong> filing day <strong>of</strong> application.<br />

The Chief <strong>of</strong> Police shall refuse a license for, or, if already issued,<br />

revoke or suspend the license <strong>of</strong> any hackney carriage found by him to be<br />

unfit or unsuited for public patronage.<br />

HACKNEY CARRIAGE DRIVERS' LICENSES.<br />

SECTION 12 . The Chief <strong>of</strong> Police <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong> may annually<br />

grant licenses in said city to suitable persons, residents <strong>of</strong> <strong>Somerville</strong>,<br />

or cities and towns within a radius <strong>of</strong> ten (10) miles <strong>of</strong> <strong>Somerville</strong>, as<br />

drivers who are properly qualified to have charge <strong>of</strong> Hackney Carriages.<br />

The fee for such license shall be two dollars.<br />

Each applicant for a driver's license must file with his application four<br />

recent photographs <strong>of</strong> himself wearing uniform cap; photographs to be <strong>of</strong><br />

a size 2% inches by 2V& inches, one <strong>of</strong> which shall be attached to his license<br />

when issued, one attached to his identification card, one filed with the<br />

application, and the remaining photograph to be filed in the application<br />

<strong>of</strong>fice <strong>of</strong> the Inspector <strong>of</strong> Carriages. _<br />
