(c) Notice in writing shall be given to the Board'<strong>of</strong> Aldermen and the<br />

Inspector <strong>of</strong> Carriages by licensed owners and chauffeurs as the case<br />

may be, immediately upon any change in residence or employment, or in<br />

the place at which a car is kept, or upon any change in the certificate <strong>of</strong><br />

registration, the license to operate or the car number as issued by the<br />

Registrar <strong>of</strong> -Motor Vehicles.<br />

(d) Owners and drivers <strong>of</strong> motor hackney carriages shall be subject in<br />

their equipment and operation to all provisions <strong>of</strong> the statutes relating to<br />

automobiles now or hereafter in effect.<br />

(e) The Board <strong>of</strong> Aldermen may annually grant licenses in said city to<br />

suitable persons, residents <strong>of</strong> .<strong>Somerville</strong>, or cities and towns within a<br />

radius <strong>of</strong> ten (10) miles <strong>of</strong> <strong>Somerville</strong>, as drivers who are properly qualified<br />

to have charge <strong>of</strong> Hackney Carriages.<br />

The fee for such license shall be two dollars.<br />

Each applicant for a driver's license must file with his application four<br />

recent photographs <strong>of</strong> himself wearing uniform cap; photographs to be <strong>of</strong><br />

a size 2 1-2 inches by 2 1-2 inches, one <strong>of</strong> which shall be attached to his<br />

license when issued, one attached to his identification card, one filed with<br />

the application, and the remaining photograph to be filed in the <strong>of</strong>fice <strong>of</strong><br />

the Inspector <strong>of</strong> Carriages.<br />

SECTION 27. No advertising matter shall be permitted in or upon<br />

hackney carriages without the permission <strong>of</strong> the Inspector <strong>of</strong> Carriages.<br />

SECTION 28. The. maximum price or rates <strong>of</strong> fare which drivers <strong>of</strong><br />

hackney carriages, propelled by mechanical motors and using taxi-meters<br />

as the means <strong>of</strong> measuring the distance traveled, to be known as "Motor<br />

Taxicabs" may charge and demand for services rendered in conveying passengers<br />

as follows: From point to point within the <strong>City</strong> limits:—<br />

First one sixth (1/6) or fraction there<strong>of</strong> for<br />

1 person 25c<br />

Each one sixth (1/6) mile thereafter 5c<br />

SECTION 29. Waiting time shall include all time during which the vehicle<br />

is not in motion, beginning nine minutes after his arrival at the place<br />

to which it has been called, or if engaged in the street or at a stand, beginning<br />

nine minutes after the time <strong>of</strong> such engagements. A charge <strong>of</strong> ten<br />

cents for each three minutes may be made. But no charge shall be made<br />

for time lost through interruption <strong>of</strong> street traffic or through the inefficiency<br />

<strong>of</strong> the vehicle or its drivers, or for time between premature arrival in<br />

response to a call and the hour for which the vehicle was ordered.<br />

SECTION 30. Hand baggage may be carried by passengers without<br />

charge. The carriage <strong>of</strong> trunks shall be optional with the person in<br />

charge <strong>of</strong> the vehicle; but, if carried, the charge shall be fifty cents for<br />

each trunk.<br />

SECTION 31. Every motor vehicle licensed as a hackney carriage in<br />

and by the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong>, except motor vehicles used for funeral and<br />

wedding purposes only, shall have affixed thereto a standard taximeter<br />

<strong>of</strong> a size and design approved by the Board <strong>of</strong> Aldermen. Every motor<br />

vehicle so licensed as a hackney carriage with a taxi-meter attached for<br />

measuring the distance travelled shall be known as a taxicab, and no<br />

such taxicab shall be operated without using the said taximeter attached<br />

thereto for measuring the fare to be charged for each trip. For any violation<br />

<strong>of</strong> this provision by failure to attach such taximeter, or by failure to<br />

use such taximeter as a measuring device for- any trip undertaken under<br />

said hackney license or within the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong>, the hackney license<br />

<strong>of</strong> the owner and operator <strong>of</strong> any hackney carriage violating this provision<br />

shali be revoked by the Board <strong>of</strong> Aldermen. Other penalties for violation<br />

<strong>of</strong> this section may be prescribed by the Board <strong>of</strong> Aldermen. No taxicab<br />

shall be licensed as a hackney carriage until the taximeter attached thereto<br />

shall have been inspected by the proper authority and found to be accurate<br />

in accordance with the provisions <strong>of</strong> Section 45 <strong>of</strong> Chapter 98 <strong>of</strong> the General<br />

Laws concerning the sealing <strong>of</strong> taxi meters on vehicles used for hire. After<br />

sundown the face <strong>of</strong> every taximeter shall be illuminated by a suitable light<br />

so arranged as to throw a continuous steady light thereon. No fare for<br />

carriage <strong>of</strong> persons in such a taxicab shall exceed the amount shown upon<br />

the face <strong>of</strong> the taxi meter thereon. Every motor vehicle licensed as a<br />

hackney carriage in'and by the <strong>City</strong> <strong>of</strong> <strong>Somerville</strong> and used for funeral and<br />

wedding purposes only, have noted on said licenses the words "for funeral<br />

and wedding purposes only."<br />

SECTION 32. The Chief <strong>of</strong> Police shall assign a superior <strong>of</strong>ficer as<br />

Inspector <strong>of</strong> Carriages to enforce the regulations set forth in this^ordinance.<br />
