(c) Notice in writing shall be given to the Board'of Aldermen and the
Inspector of Carriages by licensed owners and chauffeurs as the case
may be, immediately upon any change in residence or employment, or in
the place at which a car is kept, or upon any change in the certificate of
registration, the license to operate or the car number as issued by the
Registrar of -Motor Vehicles.
(d) Owners and drivers of motor hackney carriages shall be subject in
their equipment and operation to all provisions of the statutes relating to
automobiles now or hereafter in effect.
(e) The Board of Aldermen may annually grant licenses in said city to
suitable persons, residents of .Somerville, or cities and towns within a
radius of ten (10) miles of Somerville, as drivers who are properly qualified
to have charge of Hackney Carriages.
The fee for such license shall be two dollars.
Each applicant for a driver's license must file with his application four
recent photographs of himself wearing uniform cap; photographs to be of
a size 2 1-2 inches by 2 1-2 inches, one of which shall be attached to his
license when issued, one attached to his identification card, one filed with
the application, and the remaining photograph to be filed in the office of
the Inspector of Carriages.
SECTION 27. No advertising matter shall be permitted in or upon
hackney carriages without the permission of the Inspector of Carriages.
SECTION 28. The. maximum price or rates of fare which drivers of
hackney carriages, propelled by mechanical motors and using taxi-meters
as the means of measuring the distance traveled, to be known as "Motor
Taxicabs" may charge and demand for services rendered in conveying passengers
as follows: From point to point within the City limits:—
First one sixth (1/6) or fraction thereof for
1 person 25c
Each one sixth (1/6) mile thereafter 5c
SECTION 29. Waiting time shall include all time during which the vehicle
is not in motion, beginning nine minutes after his arrival at the place
to which it has been called, or if engaged in the street or at a stand, beginning
nine minutes after the time of such engagements. A charge of ten
cents for each three minutes may be made. But no charge shall be made
for time lost through interruption of street traffic or through the inefficiency
of the vehicle or its drivers, or for time between premature arrival in
response to a call and the hour for which the vehicle was ordered.
SECTION 30. Hand baggage may be carried by passengers without
charge. The carriage of trunks shall be optional with the person in
charge of the vehicle; but, if carried, the charge shall be fifty cents for
each trunk.
SECTION 31. Every motor vehicle licensed as a hackney carriage in
and by the City of Somerville, except motor vehicles used for funeral and
wedding purposes only, shall have affixed thereto a standard taximeter
of a size and design approved by the Board of Aldermen. Every motor
vehicle so licensed as a hackney carriage with a taxi-meter attached for
measuring the distance travelled shall be known as a taxicab, and no
such taxicab shall be operated without using the said taximeter attached
thereto for measuring the fare to be charged for each trip. For any violation
of this provision by failure to attach such taximeter, or by failure to
use such taximeter as a measuring device for- any trip undertaken under
said hackney license or within the City of Somerville, the hackney license
of the owner and operator of any hackney carriage violating this provision
shali be revoked by the Board of Aldermen. Other penalties for violation
of this section may be prescribed by the Board of Aldermen. No taxicab
shall be licensed as a hackney carriage until the taximeter attached thereto
shall have been inspected by the proper authority and found to be accurate
in accordance with the provisions of Section 45 of Chapter 98 of the General
Laws concerning the sealing of taxi meters on vehicles used for hire. After
sundown the face of every taximeter shall be illuminated by a suitable light
so arranged as to throw a continuous steady light thereon. No fare for
carriage of persons in such a taxicab shall exceed the amount shown upon
the face of the taxi meter thereon. Every motor vehicle licensed as a
hackney carriage in'and by the City of Somerville and used for funeral and
wedding purposes only, have noted on said licenses the words "for funeral
and wedding purposes only."
SECTION 32. The Chief of Police shall assign a superior officer as
Inspector of Carriages to enforce the regulations set forth in this^ordinance.
