SECTION 18. Every person Having charge <strong>of</strong> a hackney carriage in<br />

a public place shall wear on the left breast <strong>of</strong> his outside coat, or on the<br />

front <strong>of</strong> its collar just above the number <strong>of</strong> his license in Arabic figures<br />

not less than one inch in length. The figures must be one <strong>of</strong> the patterns<br />

approved by the Board <strong>of</strong> Aldermen. They must be worn upright, and so<br />

placed as to be easily read from the front; whether the licensed person<br />

be on foot or on his vehicle.<br />

SECTION 19. No person having the charge, care or ordering <strong>of</strong> any<br />

hackney carriage, except an omnibus, shall take up or carry any passenger<br />

after the carriage has been occupied or engaged by any prior passenger<br />

until such prior passenger shall have discharged said carriage, without<br />

the consent <strong>of</strong> such prior passenger. Any such prior passenger<br />

shall not be obliged or requested to pay any extra fare or fee for refusing<br />

such consent."<br />

SECTION 20. Every person having charge <strong>of</strong> a hackney carriage<br />

shall immediately after delivering any passenger search said carriage<br />

for any property which may have been left therein, and any property,<br />

found therein by any person having the care or ordering <strong>of</strong> any hackney<br />

carriage, and not restored to the owner there<strong>of</strong> within twenty-four<br />

hours, shall be delivered by the finder there<strong>of</strong> to the Inspector <strong>of</strong> Carriages<br />

in the Police Department.<br />

SECTION 21. No person having charge <strong>of</strong> a hackney carriage shall<br />

solicit passengers except by a motion <strong>of</strong> the hand, nor in any public way -<br />

or place except when such carriage is rightfully standing upon some<br />

special or public stands; nor shall he suffer or allow any person to. ride<br />

upon the driver's seat <strong>of</strong> a hackney carriage, except when the seats inside<br />

the carriage are fully occupied, and then only when the person so<br />

riding is a genuine passenger.<br />

SECTION 22. No owner, driver or other person having the care or<br />

ordering <strong>of</strong> any licensed hackney carriage shall suffer the same to stop<br />

in any street, square, lane or alley <strong>of</strong> this city more than five minutes,<br />

without some proper person to take care <strong>of</strong> the same, or more than<br />

twenty, minutes in any case; provided, however, that nothing in this<br />

section shall be taken to apply to licensed hackney carriages rightfully<br />

standing upon special or public stands.<br />

SECTION 23. Every driver <strong>of</strong> any licensed hackney carriage shall<br />

remain near to such vehicle while it is'unemployed, or standing in the<br />

streets or squares <strong>of</strong> the city, unless he shall be necessarily absent<br />

therefrom in the course <strong>of</strong> his duty and business as such driver; and<br />

he shall so keep his hackney carriage so that it shall not obstruct<br />

said streets or squares or other public passages, or in any other manner<br />

violate the law, or the ordinances <strong>of</strong> the Board <strong>of</strong> Aldermen.<br />

SECTION 24. Every person having charge <strong>of</strong> a hackney carriage<br />

shall obey the directions <strong>of</strong> any police <strong>of</strong>ficer respecting the<br />

standing <strong>of</strong> such carriages while waiting for passengers and the<br />

route to be taken in going to or from the place <strong>of</strong> standing.<br />

SECTION 25. No person having charge <strong>of</strong> any hackney carriage shall<br />

receive or permit to be placed therein, nor convey in or upon the same, any<br />

person sick or infected with any contagious disease, or the body <strong>of</strong> any<br />

person deceased from such a disease.<br />

SECTION 26. The owners and drivers <strong>of</strong> hackney carriages propelled<br />

by mechanical motors shall be subject to all the provisions <strong>of</strong> the preceding<br />

sections <strong>of</strong> this ordinance, excepting Section 13, and shall be subject<br />

also to the following special provisions:—<br />

(a) An applicant for a license as owner <strong>of</strong> a motor hackney carriage<br />

shall present for examination in the case <strong>of</strong> each car a valid certificate <strong>of</strong><br />

registration issued by the Registrar <strong>of</strong> Motor Vehicles, the date <strong>of</strong> which<br />

together with the car number shall be entered on the application and also<br />

.on the license <strong>of</strong> the Board <strong>of</strong> Aldermen and recorded with the Inspector<br />

<strong>of</strong> Carriages in the Police Department.<br />

(b) An applicant for a license to drive a motor hackney carriage shall<br />

present for examination a valid license as a chauffeur issued to him by<br />

the Registrar <strong>of</strong> Motor Vehicles, and the date and the number there<strong>of</strong><br />

shall be entered on the application, and also on the license <strong>of</strong> the Board<br />

<strong>of</strong> Aldermen and the Inspector <strong>of</strong> Carriages by licensed owners and chauffeurs<br />

as the case may be, immediately upon any change in residence or<br />

employment, or in the place at which a car is kept, or upon any change<br />

in the certificate <strong>of</strong> registration, the license to operate or the car number<br />

as issued by the Registrar <strong>of</strong> Motor Vehicals.<br />
