SECTION 8. No license or permit provided for in this ordinance shall<br />

be sold, assigned or transferred without the consent <strong>of</strong> the Board <strong>of</strong> Aldermen<br />

in writing; and any licensee who shall cease to be the owner or driver<br />

<strong>of</strong> a hackney carriage shall at once surrender his license to the Board <strong>of</strong><br />

Aldermen.<br />

SECTION 9. When a licensed owner changes his address or the place<br />

at which a hackney carriage owned by him is kept, or when a licensed<br />

driver changes his home address, his place <strong>of</strong> employment or his employer,<br />

he shall within three days <strong>of</strong> such change notify the Board <strong>of</strong> Aldermen<br />

and the Inspector <strong>of</strong> Carriages<br />

SECTION 10. The Board <strong>of</strong> Aldermen may assign to any person, firm<br />

or corporation licensed to set up and use a hackney carriage, a place as a<br />

special stand for such licensed carriage, and the owner <strong>of</strong> more than one<br />

licensed carriage may keep any one <strong>of</strong> his licensed carriages on a stand assigned<br />

to him when it is not occupied by another licensed carriage owned<br />

by him. No such special stand shall be assigned~or grantecTto ~ any person<br />

who is not the owner <strong>of</strong> such licensed carriage. Permits for special<br />

stands will be issued as distinct from licenses <strong>of</strong> owners or drivers and<br />

may be revoked, suspended or transferred without affecting the validity<br />

<strong>of</strong> such licenses.<br />

SECTION 11. No vehicle shall be set up in front <strong>of</strong> any premises<br />

without the written consent <strong>of</strong> the owner or the agent <strong>of</strong> the owner,<br />

and the occupant <strong>of</strong> said premises.<br />

SECTION 12. The Board <strong>of</strong> Aldermen may designate certain places<br />

to be used as public stands by hackney carriages, not exceeding at any one<br />

time the number specified for each place. Owners or drivers <strong>of</strong> carriages<br />

shall not trespass upon special stands to which they have not been assigned,<br />

and owners or drivers <strong>of</strong> carriages who have special stands within<br />

one hundred (100) feet shall not trespass upon public stands; nor shall<br />

more than two carriages owned by the same person be upon a public stand<br />

at the same time to the exclusion <strong>of</strong> a hackney carriage owned by another<br />

person,<br />

SECTION 13. Every hackney carriage shall be provided with a lamp on<br />

each side there<strong>of</strong>, and said lamps shall be lighted when such vehicle is in<br />

use in the night time. The number <strong>of</strong> the owner's license in figures in the<br />

Arabic character <strong>of</strong> not less than one inch in length shall be so placed upon<br />

each lamp as to be plainly seen from the street; and when such figures are<br />

not cut in the glass, the paint or other material with which they are<br />

marked must be renewed with such frequency as to keep them clear and<br />

legible at all times.<br />

SECTION 14. Licensed drivers will answer fully and civilly any questions<br />

put to them by police <strong>of</strong>ficers in the performance <strong>of</strong> their duty,<br />

SECTION 15. Every person having charge <strong>of</strong> a hackney carriage<br />

shall at all times carry with him his license and a copy <strong>of</strong> the rates <strong>of</strong> fare<br />

established and shall exhibit them to any passenger or police <strong>of</strong>ficer on<br />

demand. He shall not demand from any passenger more than the established<br />

rate <strong>of</strong> fare. When in a public place he shall not refuse, unless<br />

previously engaged, or unless the conditions are such as those described<br />

in the next succeeding paragraph, to carry any passenger lawfully entitled<br />

to be carried in a hackney carriage-<br />

SECTION 16. Any person refusing to pay, or attempting to avoid<br />

payment <strong>of</strong> such fare, shall forfeit and pay a fine not exceeding twenty<br />

dollars for each <strong>of</strong>fense.<br />

SECTION 17. The Board <strong>of</strong> Aldermen will hold as unsuited to hold<br />

a license any driver who gives information or service to a man or woman<br />

seeking a place or a person for immoral purposes, or any driver who<br />

<strong>of</strong>fers such direction, information or service. They will regard as unsuited<br />

to hold a license any driver who continues to convey from place to<br />

place a person who is noisy or otherwise disorderly, or who conveys a<br />

person who is intoxicated, even though not disorderly, except directly to<br />

the place Tvhere the driver has reason to believe is the passenger's house,<br />

lodging or other abiding place; but this provision shall not apply to cases<br />

in which persons are conveyed by direction <strong>of</strong> a police <strong>of</strong>ficer. When a<br />

passenger becomes noisy or otherwise disorderly while in a carriage and<br />

persists in such "conduct, after warning, the driver may appeal to any<br />

policeman who shall assist him in any lawful way and, if in the possession<br />

<strong>of</strong> the necessary evidence, shall prosecute the <strong>of</strong>fending passenger. The<br />

police shall observe with particular care the matters to which this section<br />

relates and report thereon to the Board <strong>of</strong> Aldermen and to the Inspector<br />

<strong>of</strong> Carriages.
