The photograph shall be attached to the license so that it cannot be<br />

removed and another photograph substituted without detection.<br />

No person shall be licensed to be a driver who is not <strong>of</strong> the age <strong>of</strong><br />

nineteen years or over, who cannot read, write and speak the English language<br />

intelligibly, or who is addicted to the use <strong>of</strong> intoxicating liquors or<br />

narcotic drugs.<br />

All licenses issued to drivers must be called for at the Office <strong>of</strong> Inspector<br />

<strong>of</strong> Carriages within thirty days <strong>of</strong> the filing <strong>of</strong> the application.<br />

Any licensee who shall cease to be the driver <strong>of</strong> a hackney carriage<br />

shall at once surrender his license to the Chief <strong>of</strong> Police.<br />

When a licensed driver changes his address, or his place <strong>of</strong> employment,<br />

or his employer, he shall within twenty-four hours <strong>of</strong> such change<br />

notify the Inspector <strong>of</strong> Carriages in writing.<br />

An applicant for a license to drive a motor hackney carriage shall present<br />

for examination a valid license as an operator issued to him by the<br />

Registrar <strong>of</strong> Motor Vehicles <strong>of</strong> the Commonwealth <strong>of</strong> Massachusetts and<br />

the date and the number there<strong>of</strong> shall be entered on the application.<br />

PAINTING OF HACKNEY CARRIAGES.<br />

SECTION 13. No owner <strong>of</strong> a licensed hackney carriage known as a<br />

taxicab shall paint his vehicle in colors or designs to so closely resemble<br />

other licensed hackney carriages classified as taxicabs as to mislead the<br />

public as to its identity.<br />

ADVERTISEMENTS.<br />

SECTION 14. No advertising matter shall be permitted in or upon<br />

hackney carriages without the permission <strong>of</strong> the Chief <strong>of</strong> Police.<br />

INSPECTION OF VEHICLES.<br />

SECTION 15. Before a hackney carriage shall be licensed it shall be<br />

thoroughly inspected in regard to mechanical condition and general appearance,<br />

and all hackney carriages licensed shall be inspected to meet the above<br />

requirements every six months. All licensed hackney carriages shall have<br />

a card <strong>of</strong> such size and form as may be required by the Chief <strong>of</strong> Police which<br />

shall show the license number assigned to said vehicle by the Chief <strong>of</strong> Police,<br />

and a statement to the effect that in cases <strong>of</strong> complaint the Inspector <strong>of</strong><br />

Carriages shall be notified, giving the number <strong>of</strong> the hackney carriage, and<br />

rates <strong>of</strong> fare as required in Section tSJfe-<br />

There shall be no lights on taxicabs, except those required by law,<br />

without obtaining the approval <strong>of</strong> the Chief <strong>of</strong> Police.<br />

All hackney carriages must be kept in good condition, suitable for<br />

occupancy and mechanically fit for the safety <strong>of</strong> passengers. The interior<br />

and exterior shall be clean and sanitary at all times.<br />

All hackney carriages shall be thoroughly cleaned, inspected and repaired<br />

by the owner at least once each week. On the first <strong>of</strong> each month, the'<br />

owner <strong>of</strong> each hackney carriage shall file with the Inspector <strong>of</strong> Carriages a<br />

report, on a form supplied by said Inspector <strong>of</strong> Carriages, certifying under<br />

the penalties <strong>of</strong> perjury the fact that said hackney carriage was thoroughly<br />

cleaned, inspected and repaired at least once in every week <strong>of</strong> the preceding<br />

month and setting forth the results <strong>of</strong> said inspections and the repairs made.<br />

RATE OF FARE.<br />

SECTION 16. Every licensed hackney carriage, operating as a taxicab,<br />

shall contain a card showing the rate <strong>of</strong> fare that the particular cab is<br />

operated under and approved by the Chief <strong>of</strong> Police and recorded in the<br />

Office <strong>of</strong> the Inspector <strong>of</strong> Carriages. This card shall be displayed on the<br />

interior <strong>of</strong> the vehicle in clear view <strong>of</strong> the passenger and so placed or secured<br />

in the frame in which it is enclosed that it may not be easily molested or<br />

destroyed.<br />

Said rate shall be uniform for all licensed taxicabs, namely:<br />

Twenty-five (25) cents for the first two-fifths mile or fraction<br />

there<strong>of</strong>; five (5) cents for each additional one-fifth mile or fraction<br />

there<strong>of</strong>.<br />

Waiting time shall include all time during which the vehicle is not in<br />

motion, beginning nine minutes.after its arrival at the place to which it has<br />

been called, or, if engaged in the street or at a stand, beginning nine minutes<br />

after the time <strong>of</strong> such engagement. A charge <strong>of</strong> ten (10) cents for each<br />

three minutes may be made. But no charge shall be made for time lost<br />

through the inefficiency <strong>of</strong> the vehicle or its driver, or for time between<br />

premature arrival in response to a call and the hour for which the vehicle<br />

was ordered.<br />

Hand baggage may be carried by passengers without charge. The<br />

carriage <strong>of</strong> trunks shall be optional with the person in charge <strong>of</strong> the<br />

vehicle; but if carried, the charge shall be twenty-five (25) cents for each<br />

trunk.<br />

TIME OF FILING APPLICATIONS.<br />

SECTION 17. New applications for all licenses and for designated private<br />

stands may be filed with the Chief <strong>of</strong> Police at any time, but applica-<br />
