Chapter 13 – Cuts, Change, Dilution and Distraction (1998-2006)<br />

By 2007, the airworthiness regime within the new DE&S had become even more Byzantine, complex and<br />

confused. In the DE&S, responsibility for airworthiness was moved to a separate organisation within “Corporate<br />

Services”. Today, Airworthiness policy is ‘brigaded’ alongside the other Safety and Environmental disciplines<br />

and ‘linkage’ with the three Front Line Commands achieved through the tri-Service forum inherited from the<br />

DLO structure. <strong>The</strong> primary interface with the single-Services at DE&S Main Board level is through the Chiefs<br />

of Material (CoM), with CoM(Air) being a member of the AFB. It still continues to confuse many for reasons<br />

which will be apparent from the following diagrams.<br />
