phy] and the policy implemented by the police with regard to combat<strong>in</strong>g child pornography overall, see<br />
also §3.4. The underly<strong>in</strong>g pr<strong>in</strong>ciple is the enforcement of Article 240b of the Dutch Crim<strong>in</strong>al Code. The<br />
measures <strong>in</strong>itiated by the M<strong>in</strong>istry of Security and Justice are primarily digital <strong>in</strong> nature. Nevertheless,<br />
the m<strong>in</strong>istry also uses ‘analogue’ measures to tackle sexual violence aga<strong>in</strong>st children, which have been<br />
implemented <strong>in</strong> the form of the domestic violence programme.<br />
2.4.1 Security and Justice: the digital dimensi<strong>on</strong><br />
Over the past years, the M<strong>in</strong>istry of (Security and) Justice has implemented a variety of measures <strong>in</strong> order<br />
to combat child pornography. Co-operati<strong>on</strong> between the M<strong>in</strong>istry of (Security and) Justice, the Public<br />
Prosecuti<strong>on</strong> Service and the police <strong>on</strong> the <strong>on</strong>e hand, and the Meldpunt K<strong>in</strong>derporno op Internet [hereafter:<br />
Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet] and ECPAT Nederland [End <str<strong>on</strong>g>Child</str<strong>on</strong>g> Prostituti<strong>on</strong>,<br />
<str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> and the <strong>Traffick<strong>in</strong>g</strong> of <str<strong>on</strong>g>Child</str<strong>on</strong>g>ren for Sexual Purposes] <strong>on</strong> the Internet <strong>on</strong> the other<br />
hand, was <strong>in</strong>tensified. Increas<strong>in</strong>gly, use is be<strong>in</strong>g made of the knowledge and expertise of the abovementi<strong>on</strong>ed<br />
Hotl<strong>in</strong>e (as well as the knowledge and expertise of ECPAT Nederland) for the formati<strong>on</strong> of<br />
policy. 76 In additi<strong>on</strong> to this, <strong>in</strong>creas<strong>in</strong>g levels of support are be<strong>in</strong>g provided to private <strong>in</strong>stituti<strong>on</strong>s such<br />
as the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet, which <strong>in</strong> additi<strong>on</strong> to <strong>in</strong>formati<strong>on</strong>, provides<br />
a forum where private <strong>in</strong>dividuals and companies can report child abuse material, al<strong>on</strong>gside the<br />
channels that already existed for this purpose with<strong>in</strong> the police service. 77<br />
Filter<strong>in</strong>g and block<strong>in</strong>g<br />
The M<strong>in</strong>istry of (Security and) Justice was also <strong>in</strong>volved <strong>in</strong> support<strong>in</strong>g self-regulati<strong>on</strong> and public-private<br />
sector partnerships (see also §3.8). The parties that were immediately <strong>in</strong>volved (predom<strong>in</strong>antly the ISPs)<br />
explored how an ‘Internet filter<strong>in</strong>g of child pornography platform’ could be achieved. 78 In 2008, the M<strong>in</strong>ister<br />
of Justice made arrangements with the ma<strong>in</strong> ISPs with regard to the filter<strong>in</strong>g and block<strong>in</strong>g of child<br />
abuse material. They agreed that they would further extend the technical facilities to filter and block<br />
child pornography. On formati<strong>on</strong> of the Internet Safety Platform, the ISPs, the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g><br />
<str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet and the government agreed to extend the tasks of the aforementi<strong>on</strong>ed Hotl<strong>in</strong>e<br />
by produc<strong>in</strong>g a blacklist. The ISPs would use this blacklist for the purpose of filter<strong>in</strong>g and block<strong>in</strong>g. 79<br />
Arrangements were also made at a later date for the countries from which websites could be blocked.<br />
In 2011, the Internet Safety Platform <strong>in</strong>formed the m<strong>in</strong>ister that the blacklist that had been created was<br />
so small that block<strong>in</strong>g websites featur<strong>in</strong>g child pornography would not be effective. The effort <strong>in</strong>volved<br />
would not be relative to the anticipated effect. Internati<strong>on</strong>al c<strong>on</strong>sultati<strong>on</strong>s revealed that the provisi<strong>on</strong> of<br />
child abuse material <strong>on</strong> the Internet had <strong>in</strong>creased significantly. In autumn 2011, the company Leaseweb<br />
launched a pilot with regard to the filter<strong>in</strong>g of images of sexual abuse of children that were uploaded. In<br />
particular, the aspects relat<strong>in</strong>g to security and operati<strong>on</strong>s were further explored. 80<br />
F<strong>in</strong>ancial measures<br />
Representatives from the M<strong>in</strong>istry also entered <strong>in</strong>to discussi<strong>on</strong>s with the Dutch Bank<strong>in</strong>g Associati<strong>on</strong><br />
[Nederlandse Verenig<strong>in</strong>g van Banken, NVB] with regard to the possibility of exchang<strong>in</strong>g <strong>in</strong>formati<strong>on</strong> about the<br />
