Projects <strong>in</strong> the field of media literacy <strong>in</strong>volve two areas of focus: 1) the rais<strong>in</strong>g of young people’s awareness<br />
of sexualised images, and mak<strong>in</strong>g them more able to take defensive acti<strong>on</strong> aga<strong>in</strong>st such material, and 2) the<br />
protecti<strong>on</strong> of sexual <strong>in</strong>tegrity: the preventi<strong>on</strong> of ‘cybersex’, <strong>on</strong>l<strong>in</strong>e dat<strong>in</strong>g, and <strong>on</strong>l<strong>in</strong>e groom<strong>in</strong>g. 61 Three of<br />
these seven projects address the awareness of sexualised images. 62 The report asks the questi<strong>on</strong> of whether<br />
more <strong>in</strong>terventi<strong>on</strong> programmes should focus up<strong>on</strong> the use of new media and the risks that they pose to<br />
young people. 63 It is obvious that the answer to this questi<strong>on</strong> is yes. In view of the fact that the Internet<br />
forms a significant part of the envir<strong>on</strong>ment <strong>in</strong> which children and young people live, it seems logical that<br />
preventi<strong>on</strong> projects <strong>in</strong> relati<strong>on</strong> to sexual violence should also expressly c<strong>on</strong>cern themselves with the dangers<br />
associated with <strong>on</strong>l<strong>in</strong>e behaviour, <strong>in</strong>clud<strong>in</strong>g child pornography. 64 The police and the K<strong>in</strong>dertelefo<strong>on</strong> [<str<strong>on</strong>g>Child</str<strong>on</strong>g>ren’s<br />
Teleph<strong>on</strong>e] service have taken the first steps to create a recognisable <strong>on</strong>l<strong>in</strong>e profile and to provide<br />
<strong>in</strong>formati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g Internet safety, am<strong>on</strong>gst other <strong>in</strong>itiatives (§3.8.3.1). Other organisati<strong>on</strong>s that play<br />
a role <strong>in</strong> protect<strong>in</strong>g children from sexual violence could also enter <strong>in</strong>to collaborative partnerships with<br />
privately-owned entities <strong>in</strong> order to be able to educate children.<br />
3.2.4 Situati<strong>on</strong>al preventi<strong>on</strong><br />
The aim of situati<strong>on</strong>al preventi<strong>on</strong> is to elim<strong>in</strong>ate or reduce undesirable behaviour with<strong>in</strong> certa<strong>in</strong> situati<strong>on</strong>s<br />
by identify<strong>in</strong>g and chang<strong>in</strong>g elements that encourage or allow misc<strong>on</strong>duct. 65 One of the most<br />
important reas<strong>on</strong>s for abus<strong>in</strong>g children, as far as perpetrators are c<strong>on</strong>cerned, is that they have the opportunity<br />
to do so. 66 The purpose beh<strong>in</strong>d situati<strong>on</strong>al preventi<strong>on</strong> is to remove or reduce this opportunity.<br />
In general, sexual abuse of children takes place with<strong>in</strong> three types of envir<strong>on</strong>ments: <strong>in</strong> the public space,<br />
with<strong>in</strong> an <strong>in</strong>stituti<strong>on</strong>al c<strong>on</strong>text (children’s day nursery, youth care and foster care facilities, sport club)<br />
and <strong>in</strong> the domestic sett<strong>in</strong>g. 67 Public spaces where children could potentially be abused <strong>in</strong>clude public<br />
toilets, isolated areas, shopp<strong>in</strong>g centres, swimm<strong>in</strong>g pools, parks, playgrounds, schools and amusement<br />
arcades. 68 As far as child pornography is c<strong>on</strong>cerned, however, the Internet is the most important public<br />
space where this offence can be committed. The Internet is primarily the doma<strong>in</strong> of the private sector; for<br />
this reas<strong>on</strong>, a public-private sector partnership is essential, <strong>in</strong> order to prevent sexual abuse of children<br />
via the Internet. Language filters form <strong>on</strong>e example of methods of situati<strong>on</strong>al preventi<strong>on</strong> specifically<br />
aimed at the Internet. These and other forms of <strong>on</strong>l<strong>in</strong>e preventi<strong>on</strong>, often with<strong>in</strong> a c<strong>on</strong>text of publicprivate<br />
partnership, will be explored further <strong>in</strong> §3.8.<br />
In view of the fact that the circumstances with<strong>in</strong> the <strong>in</strong>stituti<strong>on</strong>al c<strong>on</strong>text are the most suitable for<br />
situati<strong>on</strong>al preventi<strong>on</strong> measures, 69 we will exam<strong>in</strong>e this form of situati<strong>on</strong>al preventi<strong>on</strong> <strong>in</strong> greater<br />
