Implementati<strong>on</strong><br />
Initiatives have already been developed <strong>in</strong> the Netherlands that corresp<strong>on</strong>d with the areas requir<strong>in</strong>g<br />
special attenti<strong>on</strong> that have been stated. The ‘Initiatief Niets Doen is Geen Optie’ [‘Do<strong>in</strong>g Noth<strong>in</strong>g is not<br />
an Opti<strong>on</strong>’ Initiative] (INDIGO) of the Rotterdam-Rijnm<strong>on</strong>d police district forms an example of low<strong>in</strong>tensity<br />
<strong>in</strong>terventi<strong>on</strong>s that are applied to low-risk viewers of child abuse material. 590<br />
Diagnosis and recommendati<strong>on</strong>s<br />
The aim of diagnosis by probati<strong>on</strong> and after-care or behavioural experts is to be able to make an assessment<br />
of, <strong>on</strong> the <strong>on</strong>e hand, the risk that the offender will re-offend, and <strong>on</strong> the other hand, the risk<br />
of harm to victims and society, and to be able to establish the possibility of <strong>in</strong>fluenc<strong>in</strong>g the offender’s<br />
behaviour. On the basis of such a diagnosis, a recommendati<strong>on</strong> is formulated. 591 A basic requirement<br />
when putt<strong>in</strong>g <strong>in</strong>terventi<strong>on</strong>s <strong>in</strong>to place is that the offenders (are able to) bear resp<strong>on</strong>sibility for their own<br />
behaviour. 592 They must be resp<strong>on</strong>sive to <strong>in</strong>terventi<strong>on</strong>s (resp<strong>on</strong>siveness). Their behaviour has to change<br />
as a result of – and follow<strong>in</strong>g – the use of the <strong>in</strong>terventi<strong>on</strong>s. As l<strong>on</strong>g as behavioural change cannot be<br />
achieved, the risk of re-offend<strong>in</strong>g c<strong>on</strong>t<strong>in</strong>ues to exist. 593<br />
It emerges from the literature that the likelihood of reoffend<strong>in</strong>g (recidivism) is highest am<strong>on</strong>gst those<br />
with a preferential or exclusive predilecti<strong>on</strong> for children. 594 The highest percentages of recidivism are<br />
found am<strong>on</strong>gst the group with a homosexual preference for boys <strong>in</strong> the pre-adolescent years. The<br />
group of unmarried men whose victims are boys outside of their family has a re-offend<strong>in</strong>g percentage<br />
of 77% over a period of 30 years. 595 The comb<strong>in</strong>ati<strong>on</strong> of sexual offences that have been committed<br />
<strong>in</strong> the past and an excessive c<strong>on</strong>sumpti<strong>on</strong> of alcohol also seem to have a predictive value. 596<br />
The lowest likelihood of re-offend<strong>in</strong>g is found am<strong>on</strong>gst offenders who have committed <strong>in</strong>cest. 597<br />
