community-based <strong>in</strong>terventi<strong>on</strong>s such as COSA will be able to c<strong>on</strong>tribute to the reducti<strong>on</strong> of re-offend<strong>in</strong>g am<strong>on</strong>gst<br />

sex offenders. 633 The Dutch Probati<strong>on</strong> and After-care Services believe that the possibility for l<strong>on</strong>g-term probati<strong>on</strong><br />

and after-care supervisi<strong>on</strong> is necessary for the successful applicati<strong>on</strong> of these <strong>in</strong>terventi<strong>on</strong>s (see §3.6.2). 634<br />

With reference to problematic Internet usage, special c<strong>on</strong>diti<strong>on</strong>s can also be enforced to restrict access<br />

to the Internet, see §3.6.2. Technical means can also be used to try to counter the view<strong>in</strong>g of child abuse<br />

images or videos. Software is <strong>in</strong> use that m<strong>on</strong>itors the computer for language and c<strong>on</strong>tent. 635 On the<br />

<strong>on</strong>e hand, whether or not such soluti<strong>on</strong>s make sense is debatable. Cl<strong>in</strong>ical psychologists doubt whether<br />

special c<strong>on</strong>diti<strong>on</strong>s and therapies that are based <strong>on</strong> the full or partial absence of the Internet are desirable,<br />

s<strong>in</strong>ce it is possible that this may send out a message to the c<strong>on</strong>victed offender that he/she is not able to<br />

have any c<strong>on</strong>trol over his/her behaviour. 636 In the society of today, it is barely possible to restrict Internet<br />

traffic completely. At the same time, this will <strong>in</strong>creas<strong>in</strong>gly turn out to be a bogus soluti<strong>on</strong>: the Internet<br />

is <strong>in</strong>creas<strong>in</strong>gly be<strong>in</strong>g offered (for free) at locati<strong>on</strong>s that the public has access to, such as <strong>on</strong>-board tra<strong>in</strong>s,<br />

<strong>in</strong> cater<strong>in</strong>g establishments and shops. Tablets and (pre-paid) mobile teleph<strong>on</strong>es enable easy access to<br />

child abuse material, which is almost impossible to m<strong>on</strong>itor. In additi<strong>on</strong> to these practical drawbacks,<br />

judicial drawbacks surround<strong>in</strong>g the restricti<strong>on</strong> of access to the Internet are also referred to, <strong>in</strong>clud<strong>in</strong>g a<br />

possible breach of the freedom of expressi<strong>on</strong>, as stipulated <strong>in</strong> Article 10 of the European C<strong>on</strong>venti<strong>on</strong> <strong>on</strong><br />

Human Rights. 637 On the other hand, supervisi<strong>on</strong> is <strong>on</strong>e of the ma<strong>in</strong> tasks of the probati<strong>on</strong> and after-care<br />

service, and that supervisi<strong>on</strong> should therefore not be limited to the analogue world.<br />

Registrati<strong>on</strong> and notificati<strong>on</strong><br />

There are various ways <strong>in</strong> which the registrati<strong>on</strong> of c<strong>on</strong>victed sex offenders can c<strong>on</strong>tribute to <strong>in</strong>creas<strong>in</strong>g<br />

public safety. It is possible that registrati<strong>on</strong> <strong>in</strong> itself may already be exert<strong>in</strong>g a preventive effect, s<strong>in</strong>ce<br />

c<strong>on</strong>victed sex offenders know that various <strong>in</strong>stituti<strong>on</strong>s already have their eye <strong>on</strong> them. 638 Various <strong>in</strong>stitu-<br />

this, the company Info-Excellente is develop<strong>in</strong>g an Internet C<strong>on</strong>trol-desktop (ICD). The ICD can be used<br />

with<strong>in</strong> each variati<strong>on</strong> of supervisi<strong>on</strong> al<strong>on</strong>gside other technological facilities, such as the electr<strong>on</strong>ic<br />

ankle band for example. The ICD is a desktop c<strong>on</strong>ta<strong>in</strong><strong>in</strong>g hardware and software that ensures that the<br />

<strong>in</strong>dividual placed under supervisi<strong>on</strong> is able to use the Internet without Wi-Fi or wire c<strong>on</strong>necti<strong>on</strong>. An<br />

<strong>in</strong>ternal key logger ensures that the test assessments are logged. The software that is supplied exam<strong>in</strong>es<br />

the data that is generated from this for keywords and websites visited.<br />

the DNA profile and the <strong>in</strong>corporati<strong>on</strong> of this <strong>in</strong>to a DNA database.
