With regard to tak<strong>in</strong>g acti<strong>on</strong> <strong>on</strong>ce victims have been identified by professi<strong>on</strong>als:<br />

– “It is imperative that all groups of professi<strong>on</strong>als who work with children are aware of their resp<strong>on</strong>sibility to<br />

identify child abuse and to act immediately if they suspect that child abuse has taken place”. […] “It is important<br />

that every group of professi<strong>on</strong>als who work with children should have a report<strong>in</strong>g code available to them<br />

as so<strong>on</strong> as possible”. 174<br />

– In this c<strong>on</strong>text, the Gunn<strong>in</strong>g Committee recommended the follow<strong>in</strong>g: “If sexual abuse of children,<br />

with<strong>in</strong> or outside of the day nursery, is suspected, this must result <strong>in</strong> c<strong>on</strong>tact with the authorities that possess<br />

expertise <strong>in</strong> this area. The AMK is the most obvious <strong>on</strong>e. The Committee does not advocate an obligati<strong>on</strong> to<br />

report issues, but rather a duty to c<strong>on</strong>sult the AMK for advice.” 175<br />

To summarise: significant steps have already been taken with regard to the identificati<strong>on</strong> of victimisati<strong>on</strong><br />

result<strong>in</strong>g from sexual violence aga<strong>in</strong>st children, and with regard to the appropriate acti<strong>on</strong> taken<br />

subsequently by pers<strong>on</strong>s <strong>in</strong> close proximity to potential victims, both <strong>in</strong> the child’s pers<strong>on</strong>al sphere<br />

and <strong>in</strong> a professi<strong>on</strong>al capacity. However, it is important that these acti<strong>on</strong>s are c<strong>on</strong>t<strong>in</strong>ued, and that<br />

the programme of measures is developed further. Unicef has also made the follow<strong>in</strong>g c<strong>on</strong>clusi<strong>on</strong>:<br />

“Preventi<strong>on</strong> of child abuse can <strong>on</strong>ly be achieved if the government, experts and professi<strong>on</strong>als <strong>in</strong>volved take an active<br />

positi<strong>on</strong>, and if society as a whole adopts a vigilant attitude.” 176 It should be noted <strong>in</strong> this regard that sexual<br />

violence aga<strong>in</strong>st children is <strong>in</strong>creas<strong>in</strong>gly related to ICT, so it is important that those liv<strong>in</strong>g and work<strong>in</strong>g<br />

<strong>in</strong> close proximity to children also take account of potential <strong>in</strong>dicators of victimisati<strong>on</strong> <strong>in</strong> the<br />

digital world. 177<br />

Where can ‘identifiers of victims’ report the <strong>in</strong>dicators they have observed?<br />

Victims of sexual violence aga<strong>in</strong>st children/child pornography can c<strong>on</strong>tact organisati<strong>on</strong>s such as<br />

K<strong>in</strong>dertelefo<strong>on</strong> (§3.3.2.1), an<strong>on</strong>ymously if desired, and Helpwanted.nl (§3.3.2.2) specifically <strong>in</strong> the case<br />

of <strong>on</strong>l<strong>in</strong>e abuse. At the time of writ<strong>in</strong>g, the Digivaardig & Digibewust programme (ECP-EPN) is <strong>in</strong>volved <strong>in</strong><br />

develop<strong>in</strong>g an <strong>on</strong>l<strong>in</strong>e ‘report<strong>in</strong>g butt<strong>on</strong>’ for victims of <strong>on</strong>l<strong>in</strong>e abuse <strong>in</strong> c<strong>on</strong>juncti<strong>on</strong> with organisati<strong>on</strong>s<br />

<strong>in</strong>clud<strong>in</strong>g the Hotl<strong>in</strong>e Combat<strong>in</strong>g <str<strong>on</strong>g>Child</str<strong>on</strong>g> <str<strong>on</strong>g>Pornography</str<strong>on</strong>g> <strong>on</strong> the Internet and the K<strong>in</strong>dertelefo<strong>on</strong>. 178 Further<br />

<strong>in</strong>formati<strong>on</strong> can be found <strong>in</strong> the sub-secti<strong>on</strong> <strong>on</strong> Helpwanted.nl. Individuals <strong>in</strong> close proximity to victims,<br />

both <strong>in</strong> the pers<strong>on</strong>al sphere and <strong>in</strong> a professi<strong>on</strong>al capacity, who observe <strong>in</strong>dicators of sexual violence<br />

aga<strong>in</strong>st children/child pornography can c<strong>on</strong>tact a variety of organisati<strong>on</strong>s. The <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g<br />

and Report<strong>in</strong>g Centre (AMKs) is the most obvious port of call. 179 We will therefore look at this organisati<strong>on</strong><br />

<strong>in</strong> detail <strong>in</strong> §3.3.2.3. The three aforementi<strong>on</strong>ed authorities (K<strong>in</strong>dertelefo<strong>on</strong>, Helpwanted.nl and the<br />

AMKs) record the reports that they receive c<strong>on</strong>cern<strong>in</strong>g <strong>in</strong>dicators of, am<strong>on</strong>gst other th<strong>in</strong>gs, sexual vio-<br />
