3.2.3 Preventi<strong>on</strong> measures aimed at victims<br />

The aim of primary and sec<strong>on</strong>dary preventi<strong>on</strong> strategies is to m<strong>in</strong>imise the risk that children will become<br />

victims of sexual abuse. The Lanzarote C<strong>on</strong>venti<strong>on</strong> obliges the Parties to the C<strong>on</strong>venti<strong>on</strong> to provide children<br />

with <strong>in</strong>formati<strong>on</strong> c<strong>on</strong>cern<strong>in</strong>g the dangers of sexual exploitati<strong>on</strong> and sexual abuse, and <strong>in</strong> this way<br />

protect children and enable them to take defensive acti<strong>on</strong>. 42 Little is known about the efficacy of preventi<strong>on</strong><br />

programmes for potential victims of sexual abuse, however. 43 Although studies of the efficacy<br />

of preventi<strong>on</strong> programmes usually show that children’s knowledge and awareness have improved, there<br />

is little proof that preventi<strong>on</strong> programmes actually change children’s behaviour. 44 Furthermore, the<br />

social sciences community has expressed criticism of the fact that the resp<strong>on</strong>sibility for the preventi<strong>on</strong><br />

of sexual abuse is placed up<strong>on</strong> children. 45 Smallb<strong>on</strong>e et al. have c<strong>on</strong>cluded that adults must ultimately<br />

bear resp<strong>on</strong>sibility for the safety of children. 46<br />

Preventi<strong>on</strong> measures aimed at parents of very young children<br />

One area for attenti<strong>on</strong> with regard to the preventi<strong>on</strong> of sexual abuse of children c<strong>on</strong>cerns the<br />

target group of children aged 0-6 years of age. 47 This target group is too young for preventi<strong>on</strong><br />

programmes to be set up. 48 However, measures to prevent abuse <strong>in</strong> this vulnerable group of<br />

young children can be geared towards the parents <strong>in</strong>stead of the potential victims. The Gunn<strong>in</strong>g<br />

Committee, which c<strong>on</strong>ducted an <strong>in</strong>vestigati<strong>on</strong> of abuse at children’s day nurseries, made<br />

several recommendati<strong>on</strong>s to parents, such as screen<strong>in</strong>g and mak<strong>in</strong>g enquiries regard<strong>in</strong>g references<br />

from child-m<strong>in</strong>ders us<strong>in</strong>g Internet child-m<strong>in</strong>d<strong>in</strong>g services. 49 In additi<strong>on</strong>, the Commissi<strong>on</strong><br />

recommended that educati<strong>on</strong>al materials should be developed for parents, and that such material<br />

should, am<strong>on</strong>gst other th<strong>in</strong>gs, be geared towards prevent<strong>in</strong>g their child from becom<strong>in</strong>g a victim<br />

of abuse. 50 Although the Gunn<strong>in</strong>g Committee focused exclusively up<strong>on</strong> children’s day nurseries,<br />

many of the recommendati<strong>on</strong>s are also relevant to other sectors <strong>in</strong> which adults work with<br />

children.<br />

The purpose of most preventi<strong>on</strong> programmes geared towards children is to teach them three aspects:<br />

1) def<strong>in</strong>iti<strong>on</strong>s of sexual abuse and the ability to recognise undesirable sexual behaviour; 2) strategies<br />

to avoid risky situati<strong>on</strong>s and to protect themselves aga<strong>in</strong>st sexual advances of perpetrators; 3) the<br />

message that victims must c<strong>on</strong>fide <strong>in</strong> an adult <strong>in</strong> the event of <strong>in</strong>appropriate behaviour or sexual<br />

abuse. 51<br />
