Table 3.6 shows the number of reports to the Cyber Crime Report<strong>in</strong>g Website <strong>in</strong> relati<strong>on</strong> to child pornography<br />
248 for the years 2008 to 2010 <strong>in</strong>clusive. These child pornography reports largely c<strong>on</strong>cern groom<strong>in</strong>g-<br />
related cases. 249<br />

The figures clearly show that the Cyber Crime Report<strong>in</strong>g Website [Meldpunt Cybercrime] drew greater attenti<strong>on</strong><br />
<strong>in</strong> 2008 than <strong>in</strong> the two successive years. However, recent or current events, such as the Amsterdam<br />
sexual abuse 250 case, also had an effect up<strong>on</strong> the number of reports made. For example, roughly twice<br />
as many reports made were <strong>in</strong> relati<strong>on</strong> to child pornography <strong>in</strong> the m<strong>on</strong>ths December 2010 and January<br />
as the number of reports <strong>in</strong> the preced<strong>in</strong>g m<strong>on</strong>ths. 251<br />
Meldpunt K<strong>in</strong>derporno op Internet compared with Meldpunt Cybercrime<br />
– Meldpunt K<strong>in</strong>derporno op Internet is an <strong>in</strong>dependent privately-run hotl<strong>in</strong>e that can be c<strong>on</strong>tacted<br />
an<strong>on</strong>ymously (2,602 reports <strong>in</strong> 2010 relat<strong>in</strong>g to abusive material <strong>in</strong>volv<strong>in</strong>g children and c<strong>on</strong>stituted<br />
a crim<strong>in</strong>al offence, of which 1,260 c<strong>on</strong>cerned material hosted <strong>on</strong> servers <strong>in</strong> the Netherlands).<br />
This hotl<strong>in</strong>e forms part of the <strong>in</strong>ternati<strong>on</strong>al umbrella network INHOPE and focuses its<br />
activities up<strong>on</strong> provid<strong>in</strong>g <strong>in</strong>formati<strong>on</strong>.<br />

provisi<strong>on</strong>al analysis showed that 80% of the reports of child pornography from March 2007 to March<br />
2011, <strong>in</strong>clusive, <strong>in</strong>volve a form of groom<strong>in</strong>g. In 15-20% of cases, ‘actual’ reports of child pornography<br />
<strong>in</strong>volve abusive c<strong>on</strong>tent featur<strong>in</strong>g children that the police also deem to c<strong>on</strong>stitute a crim<strong>in</strong>al offence<br />
(material suspected to be child pornography by citizens does not always corresp<strong>on</strong>d with the def<strong>in</strong>iti<strong>on</strong><br />
of child pornography under crim<strong>in</strong>al law. It is also regularly the case that the reported material can no<br />
l<strong>on</strong>ger be found <strong>on</strong> the stated Internet site). Informati<strong>on</strong> supplied verbally and <strong>in</strong> writ<strong>in</strong>g by Meldpunt<br />
Cybercrime, 4 May, 24 and 27 June 2011.<br />
