with the cooperative efforts to tackle domestic violence, and described the ways <strong>in</strong> which domestic violence<br />
can be tackled, <strong>in</strong> an <strong>in</strong>tegrated manner and <strong>in</strong> collaborati<strong>on</strong> with the various discipl<strong>in</strong>es, <strong>in</strong> which<br />
tasks and resp<strong>on</strong>sibilities were clearly established for the Public Prosecuti<strong>on</strong> Service and the police.<br />
All of this resulted <strong>in</strong> an <strong>in</strong>crease <strong>in</strong> the number of <strong>in</strong>terventi<strong>on</strong> programmes, an <strong>in</strong>crease <strong>in</strong> publicity,<br />
and the provisi<strong>on</strong> of <strong>in</strong>formati<strong>on</strong> via the Internet, as well as more structural policy developments. 105 In<br />
the period that followed, various progress reports <strong>on</strong> the topic of domestic violence emerged. In 2006,<br />
Bureau Beke published the report ‘B<strong>in</strong>nen z<strong>on</strong>der kloppen – Omvang, aard en achtergr<strong>on</strong>den van huiselijk geweld<br />
<strong>in</strong> 2005 op basis van landelijke politiecijfers’ [Entry without knock<strong>in</strong>g – Extent, nature and background of domestic<br />
violence <strong>in</strong> 2005 <strong>on</strong> the basis of nati<strong>on</strong>al police statistics’] 106 . This report also stated the number<br />
of children who had been victims and witnesses of domestic violence: 2,567 children under 18 years of<br />
age had actually been victims of domestic violence themselves and <strong>on</strong>e <strong>in</strong> ten children had witnessed<br />
domestic violence. With<strong>in</strong> this group, 57.2% of children had been a victim of sexual abuse. Follow<strong>in</strong>g<br />
an <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong>to the l<strong>in</strong>ks between cruelty to animals and domestic violence, the Task Force Huiselijk<br />
Geweld en Dierenmishandel<strong>in</strong>g [Task Force <strong>on</strong> Domestic Violence and Cruelty to Animals] was established<br />
<strong>in</strong> 2009. 107 This Task Force <strong>in</strong>tended to elaborate <strong>on</strong> the recommendati<strong>on</strong>s from the research and to<br />
stimulate new partnerships <strong>in</strong> order to create greater awareness of the topic. 108<br />
In January 2011, the M<strong>in</strong>ister of Security and Justice sent a letter to the House of Representatives 109 regard<strong>in</strong>g<br />
the f<strong>in</strong>d<strong>in</strong>gs of an <strong>in</strong>vestigati<strong>on</strong> <strong>in</strong>to domestic violence and a resp<strong>on</strong>se to the phenomen<strong>on</strong>. In<br />
almost 75 percent of the cases of manifest domestic violence, physical violence (65%) or sexual violence<br />
(8%) was <strong>in</strong>volved. <str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse was not specifically <strong>in</strong>cluded <strong>in</strong> the f<strong>in</strong>d<strong>in</strong>gs. The letter also referred to<br />
current developments with<strong>in</strong> the framework of the measures to tackle child abuse, which are specifically<br />
directed towards children as victims or witnesses of domestic violence. A possible c<strong>on</strong>necti<strong>on</strong> with<br />
<strong>on</strong>l<strong>in</strong>e sexual violence aga<strong>in</strong>st children is not menti<strong>on</strong>ed <strong>in</strong> this letter.<br />
2.5 Health, Welfare and Sport<br />
The M<strong>in</strong>istry of Health, Welfare and Sport now has a number of policy programmes that are (<strong>in</strong>)directly<br />
<strong>in</strong>volved <strong>in</strong> tackl<strong>in</strong>g sexual violence aga<strong>in</strong>st children. First of all, the M<strong>in</strong>istry employs the overarch<strong>in</strong>g<br />
topic of sexual health. Am<strong>on</strong>gst others, this topic c<strong>on</strong>sists of programmes aimed at the preventi<strong>on</strong> of<br />
sexual coerci<strong>on</strong>. Sec<strong>on</strong>dly, the M<strong>in</strong>istry is resp<strong>on</strong>sible for the Regi<strong>on</strong>al Plan to Tackle <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse. <str<strong>on</strong>g>Child</str<strong>on</strong>g><br />
abuse also covers sexual violence aga<strong>in</strong>st children. The two ‘analogue’ pillars will be s<strong>in</strong>gled out below.<br />
2.5.1 Sexual health<br />
On 27 November 2009, the State Secretary for Health, Welfare and Sport sent a letter to the House <strong>on</strong><br />
the topic of ‘Sexual health’. Am<strong>on</strong>gst other th<strong>in</strong>gs, the letter c<strong>on</strong>ta<strong>in</strong>ed a descripti<strong>on</strong> of the acti<strong>on</strong>s the<br />
M<strong>in</strong>istry was undertak<strong>in</strong>g <strong>in</strong> terms of combat<strong>in</strong>g sexual violence (towards children), and c<strong>on</strong>ta<strong>in</strong>ed <strong>in</strong>formati<strong>on</strong><br />
about sexual educati<strong>on</strong>, prevent<strong>in</strong>g sexual coerci<strong>on</strong> and protecti<strong>on</strong> (for example with regard<br />
to victims of ‘loverboys’). 110<br />
