The identificati<strong>on</strong> of children who have been victims by <strong>in</strong>dividuals <strong>in</strong> victims’ pers<strong>on</strong>al envir<strong>on</strong>ment 144<br />

In this c<strong>on</strong>text, the public campaign ‘K<strong>in</strong>dermishandel<strong>in</strong>g, wat kan ik doen?’ [<str<strong>on</strong>g>Child</str<strong>on</strong>g> abuse: what can I do?]<br />

is worth menti<strong>on</strong><strong>in</strong>g. This campaign was launched <strong>in</strong> 2009 by the M<strong>in</strong>istry for Youth and Family and<br />

is currently be<strong>in</strong>g run by the M<strong>in</strong>istry of Health, Welfare and Sport. The campaign is geared towards<br />

help<strong>in</strong>g people recognise the signs of child abuse (<strong>in</strong>clud<strong>in</strong>g the sexual abuse of children), us<strong>in</strong>g means<br />

such as the <strong>on</strong>l<strong>in</strong>e <strong>in</strong>dicator identificati<strong>on</strong> test, which was launched <strong>on</strong> 20 June 2011. 145 The campaign<br />

also focuses up<strong>on</strong> what acti<strong>on</strong> to take after identificati<strong>on</strong>, whereby the most obvious course of acti<strong>on</strong> is<br />

to c<strong>on</strong>tact a <str<strong>on</strong>g>Child</str<strong>on</strong>g> Abuse Counsell<strong>in</strong>g and Report<strong>in</strong>g Centre (AMK). However, with regard to this public<br />

campaign, Unicef argues that there are still too many <strong>in</strong>stances <strong>in</strong> which child abuse is not noticed. 146<br />

As a result of the campaign, the Netherlands Government Informati<strong>on</strong> Service [Rijksvoorlicht<strong>in</strong>gsdienst]/<br />

Public Relati<strong>on</strong>s and Communicati<strong>on</strong>s Service [Dienst Publiek en Communicatie] commissi<strong>on</strong>ed a study <strong>in</strong>to<br />

the likelihood and manner of reports made by pers<strong>on</strong>s <strong>in</strong> close proximity to the potential victims or<br />

perpetrators of child abuse (not professi<strong>on</strong>als).<br />

The build<strong>in</strong>g blocks for the ‘K<strong>in</strong>dermishandel<strong>in</strong>g’ campaign 147<br />

Between April and May 2010, Motiveacti<strong>on</strong> c<strong>on</strong>ducted research – with<strong>in</strong> the scope of the ‘K<strong>in</strong>dermishandel<strong>in</strong>g,<br />

wat kan ik doen?’ campaign – <strong>in</strong>to the issue of why so few suspici<strong>on</strong>s of child abuse are<br />

reported, and <strong>in</strong>to the areas <strong>in</strong> which the most significant doubts and uncerta<strong>in</strong>ties lie <strong>in</strong> this regard.<br />

The research specifically focused up<strong>on</strong> pers<strong>on</strong>s <strong>in</strong> close proximity to potential victims of child abuse<br />

who are not professi<strong>on</strong>als. The f<strong>in</strong>al random sample c<strong>on</strong>sisted of 831 members of Stempunt.nu<br />

between 16 and 70 years of age who had completed a questi<strong>on</strong>naire <strong>on</strong>l<strong>in</strong>e. Am<strong>on</strong>gst other f<strong>in</strong>d<strong>in</strong>gs,<br />

it emerged from the research that practically all those <strong>in</strong> close proximity to potential victims<br />

would take acti<strong>on</strong> if they suspected child abuse. 148 The <strong>in</strong>terests of the child and the sense of duty<br />

to take acti<strong>on</strong> c<strong>on</strong>stitute important factors <strong>in</strong> such a case. However, many resp<strong>on</strong>dents stated that<br />

they would <strong>on</strong>ly take acti<strong>on</strong> if they were certa<strong>in</strong> that child abuse had taken place, even though <strong>in</strong><br />

more than half of cases <strong>in</strong> which child abuse was suspected it eventually turned out that it had<br />

<strong>in</strong>deed taken place. 149 The resp<strong>on</strong>dents were generally quite familiar with some of the <strong>in</strong>dicators<br />

of child abuse, but by no means with them all. For example, <strong>on</strong>ly 42% of resp<strong>on</strong>dents counted<br />

sexually provocative behaviour by a child as potential <strong>in</strong>dicators of child abuse. The resp<strong>on</strong>dents<br />

were not particularly aware of who they could c<strong>on</strong>tact to report the signs of child abuse that they<br />

clear as to whether or not the suspici<strong>on</strong> was well-founded.
