<strong>in</strong>formati<strong>on</strong> and the negative attitude of the public towards paedophilia could make the exist<strong>in</strong>g<br />
barriers for paedophiles to seek help even greater. 96 In order to overcome these obstacles and actually<br />
achieve a preventative effect, it is important that myths <strong>in</strong> relati<strong>on</strong> to perpetrators of sexual<br />
abuse are dispelled, and that the public are educated as to the nature of victims and perpetrators. 97<br />
3.2.6 C<strong>on</strong>clusi<strong>on</strong><br />
Evidence-based preventi<strong>on</strong> policy<br />
The two greatest challenges we face <strong>in</strong> the preventi<strong>on</strong> of child pornography and the closely associated<br />
wider phenomen<strong>on</strong> of sexual abuse of children <strong>in</strong>volve the translati<strong>on</strong> of knowledge and expertise <strong>in</strong>to<br />
evidence-based preventi<strong>on</strong> policy <strong>on</strong> the <strong>on</strong>e hand, and preventi<strong>on</strong> at each of the three preventi<strong>on</strong> levels<br />
<strong>on</strong> the other hand. It should therefore be recommended that an all-encompass<strong>in</strong>g evidence-based preventi<strong>on</strong><br />
strategy must be developed, which will comb<strong>in</strong>e primary, sec<strong>on</strong>dary and tertiary preventi<strong>on</strong> measures.<br />
Preventi<strong>on</strong> measures c<strong>on</strong>cern<strong>in</strong>g perpetrators<br />
Preventi<strong>on</strong> measures <strong>in</strong> the perpetrators target group currently focus up<strong>on</strong> those who already have c<strong>on</strong>victi<strong>on</strong>s,<br />
and far less up<strong>on</strong> preventi<strong>on</strong> with respect to <strong>in</strong>dividuals who are at higher risk of committ<strong>in</strong>g<br />
a sexual offence aga<strong>in</strong>st children for the first time, but have not yet d<strong>on</strong>e so. A very promis<strong>in</strong>g measure<br />
that (also) targets <strong>in</strong>dividuals who have not yet committed offences entail<strong>in</strong>g producti<strong>on</strong>, distributi<strong>on</strong><br />
or possessi<strong>on</strong> of child abuse material, or sexual abuse of children, will be the <strong>in</strong>troducti<strong>on</strong> of the British<strong>in</strong>itiated<br />
helpl<strong>in</strong>e Stop it Now! <strong>in</strong> the Netherlands <strong>in</strong> 2012.<br />
Preventi<strong>on</strong> measures c<strong>on</strong>cern<strong>in</strong>g victims<br />
In the c<strong>on</strong>text of the preventi<strong>on</strong> of sexual abuse of children, a great deal of emphasis is placed up<strong>on</strong> the<br />
(potential) victims. This is not entirely without c<strong>on</strong>tenti<strong>on</strong>, however. The social sciences community<br />
has expressed criticism of the fact that the resp<strong>on</strong>sibility for preventi<strong>on</strong> of sexual abuse is placed with<br />
children, 98 whilst adults are the <strong>on</strong>es who should bear resp<strong>on</strong>sibility for children’s safety. 99 In additi<strong>on</strong>,<br />
little is known of the actual preventative effect of preventi<strong>on</strong> programmes targeted at children, and many<br />
programmes pay no attenti<strong>on</strong> to new media and the risks that these pose to young people. All preventi<strong>on</strong><br />
projects c<strong>on</strong>cerned with sexual abuse must therefore expressly address the dangers associated with<br />
<strong>on</strong>l<strong>in</strong>e behaviour, <strong>in</strong>clud<strong>in</strong>g those <strong>in</strong> relati<strong>on</strong> to child pornography.<br />
Situati<strong>on</strong>al preventi<strong>on</strong><br />
As far as many perpetrators are c<strong>on</strong>cerned, an important reas<strong>on</strong> for abus<strong>in</strong>g children is that they have<br />
the opportunity to do so. 100 The purpose of situati<strong>on</strong>al preventi<strong>on</strong> is to remove this opportunity or to<br />
reduce the number of opportunities. The Gunn<strong>in</strong>g Committee has proposed a number of measures<br />
with regard to situati<strong>on</strong>al preventi<strong>on</strong>, which <strong>in</strong>clude measures to implement the four eyes pr<strong>in</strong>ciple<br />
