been paid to the preventi<strong>on</strong> of sexual abuse of children, the extent to which many preventative measures<br />

actually prevent such abuse is not known. The greatest challenge with regard to preventi<strong>on</strong> of sexual abuse<br />

of children seems to lie <strong>in</strong> the way knowledge and expertise are translated <strong>in</strong>to a policy of evidence-based<br />

preventi<strong>on</strong>. 15 In the present sub-secti<strong>on</strong>, we will discuss a number of preventi<strong>on</strong> measures, geared towards<br />

both the real and virtual worlds, with regard to each of the four preventi<strong>on</strong> target groups, namely perpetrators,<br />

victims, situati<strong>on</strong>s and communities. Although it goes without say<strong>in</strong>g that these preventi<strong>on</strong> measures<br />

are broader <strong>in</strong> scope than the preventi<strong>on</strong> of child pornography, <strong>in</strong> most cases they aim to prevent the sexual<br />

abuse of children, and child pornography may form an element <strong>in</strong> such a situati<strong>on</strong>. In particular, we will<br />

exam<strong>in</strong>e the (proven) preventative effect of the preventative measures to be discussed.<br />

3.2.2 Preventi<strong>on</strong> measures aimed at perpetrators 16<br />

The crim<strong>in</strong>alisati<strong>on</strong> of child abuse and child pornography is a form of primary preventi<strong>on</strong> that affects<br />

perpetrators. However, the preventative effect of the <strong>in</strong>crease <strong>in</strong> the maximum sentences has not been<br />

dem<strong>on</strong>strated. 17 After all, as far as many potential perpetrators are c<strong>on</strong>cerned, the immediate prospect of<br />

gratificati<strong>on</strong> is far more compell<strong>in</strong>g than the distant and <strong>in</strong>def<strong>in</strong>ite risk of be<strong>in</strong>g subject to sancti<strong>on</strong>s under<br />

crim<strong>in</strong>al law. 18 Moreover, experienced child abuse material collectors believe they are unassailable, judge<br />

the likelihood of arrest as low, and have a low op<strong>in</strong>i<strong>on</strong> of the (calibre of ) <strong>in</strong>vestigative authorities. 19 Many<br />

preventative measures are focused <strong>on</strong> tertiary preventi<strong>on</strong> with regard to perpetrators 20 ; such measures <strong>in</strong>clude<br />

prosecuti<strong>on</strong>, punishment 21 and the preventi<strong>on</strong> of recidivism. The most important aim of this tertiary<br />

type of preventi<strong>on</strong> is to prevent known perpetrators from be<strong>in</strong>g able to c<strong>on</strong>t<strong>in</strong>ue their activities or from<br />

re-offend<strong>in</strong>g. Interventi<strong>on</strong>s that aim to prevent recidivism are discussed <strong>in</strong> §3.6. The focus of sec<strong>on</strong>dary<br />

preventi<strong>on</strong> is placed up<strong>on</strong> <strong>in</strong>dividuals who are at higher risk of sexually abus<strong>in</strong>g children, but who have not<br />

yet committed such an offence. The problem with preventative measures aimed at perpetrators is that the<br />

focus up<strong>on</strong> c<strong>on</strong>victed perpetrators seems to be at the expense of preventi<strong>on</strong> with regard to <strong>in</strong>dividuals who<br />

are at higher risk of committ<strong>in</strong>g their first sexual offence aga<strong>in</strong>st children but have not yet d<strong>on</strong>e so. 22 In resp<strong>on</strong>se<br />

to Parliamentary questi<strong>on</strong>s 23 <strong>on</strong> this subject, the M<strong>in</strong>ister for Public Health, Welfare & Sport cited a<br />

statement from the Dutch Associati<strong>on</strong> of Psychologists (NIP), which ascerta<strong>in</strong>ed that the support that is currently<br />

available is primarily put <strong>in</strong>to acti<strong>on</strong> when a paedophile 24 has already committed an offence. “Support<br />
